In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Project Management Specialist will play a crucial role in managing the development, implementation, monitoring, and reporting of projects for the Country Office (CO) of UN Women in Moldova. This position requires a strategic approach to programmatic development based on the Country Strategic Note 2023-2027, which aims to address gender inequalities and promote women's empowerment in various sectors. The specialist will provide technical support to the CO program, ensuring alignment with UN Women’s goals and results-based indicators. The role involves guiding the development of project initiatives, reviewing project strategies, and providing feedback on work plans and related documents. The specialist will also be responsible for managing project quality control, building partnerships, and supporting resource mobilization strategies. Overall, the position demands a strong commitment to advancing gender equality and women's rights in Moldova.

Duties and Responsibilities:
  • Manage the programmatic development for the Country Office, ensuring alignment with the Strategic Note.
  • Provide overall program advisory support to the Office Management.
  • Guide the development of the CO program and provide technical support for project initiatives.
  • Review and provide feedback on project strategies, work plans, and knowledge products.
  • Provide technical advice on systems and processes for program planning and monitoring.
  • Review project annual work plans for compliance with UN Women goals.
  • Analyze project budgets and ensure alignment with logical frameworks.
  • Draft reports on activities and outcomes, compiling information for donor and UN Women reports.
  • Manage project quality control and identify potential challenges. 1
  • Build and manage relationships with national partners. 1
  • Recommend project monitoring standards and manage the monitoring of results frameworks. 1
  • Prepare progress reports and technical reports on project implementation. 1
  • Lead a team, perform staff performance reviews, and ensure capacity development. 1
  • Monitor financial situations and ensure adherence to delivery rates. 1
  • Develop partnerships and resource mobilization strategies. 1
  • Manage knowledge building efforts by synthesizing best practices and lessons learned.

Required Qualifications:
  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an advantage.
  • At least 5 years of progressively responsible experience in programme management, including design, coordination, monitoring, evaluation, and donor reporting.
  • Experience in setting priorities, budgets, and work plans is required.
  • Experience in gender-related areas is an advantage.
  • Experience within UN or international organizations is an advantage.
  • Experience in leading teams effectively is an advantage.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is also beneficial.

Experience:
The position requires at least 5 years of progressively responsible experience in programme management, which includes programme design, coordination, monitoring, evaluation, and donor reporting. Candidates should have experience in setting priorities, budgets, and work plans, as well as participating in programme development and writing. Experience in gender-related areas and within UN or international organizations is advantageous, as is experience in leading teams effectively.

Languages:
Fluency in English and Romanian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would enhance a candidate's profile.
