In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Communications Officer at UN Women is responsible for the formulation and implementation of communications and advocacy plans that enhance the organization's visibility and engagement with partners, media, and the public. Reporting to the Communications Specialist, the officer will support advocacy efforts, maintain media relations, and coordinate outreach initiatives. The role requires collaboration with various stakeholders to ensure that communications align with corporate policies and innovative practices. The officer will also manage social media presence, website content, and develop communication materials to effectively convey UN Women's mission and impact.

Duties and Responsibilities:
The Communications Officer will undertake a variety of responsibilities including planning and designing communications and outreach plans, conducting communications needs assessments, and monitoring the implementation of communication activities. They will develop and disseminate communication materials such as brochures and publications, manage social media content, and maintain the organization's website. The officer will coordinate media relations, respond to inquiries, and prepare press materials. Additionally, they will facilitate knowledge sharing, maintain relationships with partners and donors, and ensure effective communication within joint initiatives. The role also involves evaluating project service providers and overseeing the organization of events related to communication and visibility.

Required Qualifications:
Candidates must possess a Master's degree in Communications, Public Relations, Journalism, Social Sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additional training and certification in communication-related areas are considered advantageous. The position requires at least 5 years of experience in communications, including media relations, and experience in developing and implementing media/communications plans. Proficiency in social media and digital communications is essential, along with experience in website management tools and photography.

Educational Background:
The educational requirement for this position is a Master's degree in a relevant field such as Communications, Public Relations, Journalism, or Social Sciences. Candidates with a first-level university degree and additional qualifying experience may also be considered. Additional training and certifications in communication are viewed favorably and can enhance a candidate's application.

Experience:
The role requires a minimum of 5 years of experience in communications at either the national or international level. This experience should include a strong background in media relations and the development and implementation of communication strategies. Candidates should also have experience in organizing awareness campaigns and advanced use of social media and digital communications. Familiarity with website management tools, particularly Drupal, and experience in photography are considered advantageous. Previous experience working with gender issues and within the UN system is also beneficial.

Languages:
Fluency in English and Romanian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and can enhance a candidate's profile.

Additional Notes:
This consultancy position is office-based, requiring full-time presence at UN Women premises from Monday to Friday, with an 8-hour workday. Any travel expenses related to the assignment will be covered separately by the Hiring Unit. Payments will be issued monthly upon certification of satisfactory performance. The duration of the contract will be determined by UN Women, and the consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, and quality of deliverables. UN Women emphasizes a zero-tolerance policy on conduct incompatible with its aims, including discrimination and harassment.
