• Proven experience in adult education or in the design, development, management and implementation of training courses for staff development with ability to write and edit training materials;
• Experience in an international organization, preferably partly in a mission environment;
• Experience in research, analysis and synthesis of data and production of reports;
• Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
• Ability to guide activities for positive organizational culture through appropriate programs and propose changes to related OSCE policies, staff instructions that relate to staff learning, development and welfare;
• Ability to identify issues, formulate opinions, present conclusions and offer recommendations;
• Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience with Microsoft applications.

Desirable:

• Previous experience of working in Eastern Europe and experience of working in an international environment;
• Familiarity with the OSCE policies, procedures, practices and organizational structure;
• Working knowledge of the Ukrainian and/or Russian language(s) is a distinct advantage;
• Second-level university degree in adult education, former police or military academy instructor.

Tasks and Responsibilities The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules. Under the direct supervision of the Chief, Learning and Development, as a Learning and Development Officer, you will have responsibility for the implementation of a range of learning and development activities and projects including training administration, design and evaluation of performed activities conducted in Ukraine. More specifically, you will be responsible for the following:

1. Providing content expertise, specifically but not limited to areas of safety, security" style="border-bottom: 1px dotted #007bff !important;">security and operational planning, ensuring that specific and needed learning and training activities adhere to the highest quality standards and incorporates the latest developments in adult training, online learning as well as various modern and interactive learning tools and methods;
2. Designing, carrying out and evaluating needs assessments ascertaining learning needs to correspond with enhancement of on-the-job skills and competencies in compliance with Mission's requirements;
3. Developing and regularly updating curricula for training and materials in OSCE standards, format and in compliance with existing Mission instructions, rules and regulations;
4. Under the supervision of the Chief, Learning and Development Unit in the Head Office, supporting the preparation of annual training plans and budgets, ensuring its alignment with the SMM Learning Needs Assessment and various other Mission planning documents;
5. Working on the maintenance of a lessons learned system and establishing best practices from all delivered learning and development events with a specific focus on, but not limited to, operational planning, safety and security areas;
6. Travelling to other field locations within Ukraine to partake in field patrols for the purpose of observing the work of mission members in order to obtain information on learning needs and providing learning support for enhanced on-the job performance;
7. Performing other related duties as assigned by the first and second level supervisors.
