Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency - has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health - Mental Health and Care Practices, Gender and Protection - security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods - Water, Sanitation and Hygiene - Advocacy. In 2019, Action contre la Faim provided aid to 17 million people in more than 49 countries worldwide. www.actioncontrelafaim.org RESPONSIBILITIES The position of Security and Safety Coordinator in Yemen is essential to maintain the smooth running of the activities lead by Action Against Hunger while mitigating the risks. Your main objective, is to ensure a safe work environment to allow AAH teams to be at the cutting edge of operational implementation in Yemen. Your main responsibilities are: Definition and implementation of AAH security management system
  • Collect and analyse security and political context information in order to update, support and alert both field and coordination teams
  • Working closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and the Regional advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor you ensure that security plan documents are updated, that they meet the required AAH standards and that they are effectively disseminated and put in place
  • Host security and safety trainings for the teams in order to raise awareness and grow diverse essential skills for the management of critical incidents
  • Manage incidents and crises in collaboration with Field Coordinators and the Country Director; as well as with any designated HQ Crisis Cell
  • Supervise the incident reporting system of the mission, identify and suggest innovative solutions to improve the current measures in place Design of AAH humanitarian access strategy
  • Design, write and keep updated the AAH humanitarian access strategy and make sure it is on line with the program implementation strategy and security protocols
  • Participate in negotiations on humanitarian access with all the involved actors
  • Establish a strong network with external stakeholders
  • Plan, implement, supervise with the security managers trainings on access; ACF security policies for national and international staff; Humanitarian Principle, AAH Charter/Values
  • Support field coordinators in access related issues Training and of AAH staff, build awareness plan towards security environment, procedures and rules
  • Build awareness plan of AAH teams on context and security situation in Yemen
  • Conduct briefing sessions for every new ACF employee (security rules & procedures)
  • Organise regularly awareness sessions for AAH employees (situation updates, security rules and procedures)
  • Organize and supervise specific workshops and trainings for the teams Management of the security team
  • Functional supervision of security team in the different bases
REQUESTED PROFILE You have an expertise in current safety and security practices and issues affecting aid work globally, and at least one work experience in insecure/hostile environments in an INGO. You have experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment. You have demonstrated ability to work within a multi-cultural, multi ethnic team and have comprehensive knowledge of the context and challenges of operating in Yemen. You are able to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination. You have experience of incident reporting, incident mapping, compilation of security reports and assessments. Facilitation skills to train and coach national and international staff. You are self-motivated with the ability to work autonomously in a highly stressful and challenging environment. Proven skills in concise and succinct report writing. You have competency in Internet and Microsoft Office applications such as Word, Excel, PowerPoint, Access and excellent written and spoken English./ Arabic would be an asset. You are committed to the aims and principles of ACF and code of conduct. In particular, a good understanding of the ACF mandate and an ability to ensure this continues to underpin all aspects of the job.   • Duration: 6 months
  • Type: Fixed-term contract under French legislation Retribution and benefits :
  • Monthly gross salary from 2450 to 2800 EUR upon experience
  • Per diem and living allowance: 616EUR (cf eurocost) net, field paid.
  • * 450EUR as country allowance
  • * 16% of monthly gross. For non-French citizen for retrocession of retirement and unemployment insurance.
  • * child allowance Medical coverage: 100% coverage of medical expenses + repatriation insurance. Leaves and RnR:
  • 25 days of paid leaves per year.
  • * 20 RnR per year.
  • * 215 EUR at each RnR period every 6 weeks
  • Support for transport tickets to the reference recovery area. (United Arab Emirates). Training :
