About the South Sudan Programme:
Scoring 110.8 on the 2020 Fragile States Index, and placed above only Somalia and Yemen, South Sudan is in a precarious situation. The cumulative effects of years of prolonged conflict, chronic vulnerabilities and weak essential services have left 7.5 million people—more than two thirds of the population—in need of
humanitarian assistance. Key to stability and development is a safe and secure environment, where communities are able to build their own livelihoods and access their land, without risking their lives as a result of explosive ordnance (EO). MAG has been successfully working in South Sudan since 2004, to clear landmines/unexploded ordnance and deliver mine risk education to at-risk populations in a constantly challenging environment.
About the role:
As part of its current Mine Action activities in South Sudan funded by the Dutch Ministry of Foreign Affairs, MAG is supporting the National Mine Action Authority (NMAA) to build its capacity and sustainability. The NMAA is South Sudan’s national agency for planning,
coordination and monitoring of mine action in the country. The main base is in Juba and there are three district offices with staff including both operational and administrative roles. The
United Nations Mine Action Service (UNMAS) is currently providing significant support to the sector; however, to meet its Article 5 obligations, within the next five years, South Sudan must have a fully operational and properly resourced national mine action authority. Dedicated financial and capacity-development support is required before the NMAA will be self-sufficient. A range of partners, including MAG, has been supporting the technical development of the NMAA for some time and this exciting opportunity will be the first time that someone will be working full-time with the NMAA to ensure that, year on year, it is better able to meet the needs of the communities which it exists to serve
Following on from informal conversations already held with the NMAA, the post holder will lead a formal assessment and identification of areas for improvement within the authority, to build a long-term,
sustainable, national capacity, which is increasingly able to take on the management of the sector. In partnership with the NMAA and supported by MAG staff in country and globally, as well as other specialists as appropriate, the post-holder will develop, gain approval for, and implement a culture- and gender-sensitive training plan in response to the identified needs. This will speak to staff at all levels of the organisation.
About you:
The successful candidate will have a minimum of 5 years’ experience of managing capacity-building activities for government partners in the humanitarian sector, ideally in a conflict or post-conflict environment. They will have demonstrable experience of project cycle management, undertaking gap analyses, developing and delivering gender-sensitive training packages, and long-term, targeted and measurable capacity building strategies. Candidates will have demonstrated ability to effectively interact with government counterparts, and other implementing partners as well as local professionals, international donor organizations, civil society and private sector representatives. This is not a technical role, so candidates are not required to be qualified in EOD; however experience in or understanding of the Mine Action Sector would be an advantage. Previous experience in South Sudan is desirable but not essential.
