International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.

Background
After a period of relative calm following the 2014 Israel–Gaza conflict, the
security" style="border-bottom: 1px dotted #007bff !important;">security and political situation in Gaza deteriorated significantly in May 2021. Since mid-May, OHCHR has reported that 232 Palestinians, including 65 children and 39 women (of which 3 were pregnant), and 121 men have been killed in Gaza. Around 1,760 Palestinians have been injured, including 540 children, 361 women. The ongoing conflict situation has brought widespread devastation to an already impoverished territory and placed an additional burden on Gaza’s health infrastructure, which is already overwhelmed due to
COVID-19. Utilizing internal and private donor funds, International Medical Corps has been working with local partners in Gaza to provide health,
mental health, and
nutrition services to vulnerable communities.
International Medical Corps is anticipating an award for a proposed 3-month emergency project to be funded by the U.S. Agency for International Development’s Bureau of
Humanitarian Assistance (BHA). This project is anticipated to begin in early June 2021, with recruitments conditional on securing funding. Under this project, International Medical Corps intends to support a multi-sectoral package of interventions including:
- healthcare services, including medicines and medical supplies;
- mental health services, including psychological first aid, for victims of trauma;
- emergency nutrition programming;
- support for survivors of gender-based violence (GBV);
- child protection and response activities; and
- services to mitigate the spread of COVID-19.
Job Summary
This position will support International Medical Corps
emergency response delivering outpatient clinical care to disaster effected populations.
The
coordinator" style="border-bottom: 1px dotted #007bff !important;">Medical Coordinator Emergency Response Team (ERT) is responsible for quality and organization of the implementation of all clinical services. The Medical Coordinator will appoint physicians and nurses in clinical roles throughout the EMT operation to specific tasks as appropriate. This Medical Coordinator will conduct assessments and start up activities. The role has responsibilities for proposal development, recruitment, reporting,
coordination, training, identifying gaps in programming and staffing, and any other required duties within the EMT as directed by the Emergency Response Leadership.

MAIN TASKS AND RESPONSIBILITIES
Program Management
- Manage day to day International Medical Corps health programs providing direct supervision to medical staff and technical support to non-medical staff related to health programming.
- Work closely with direct line manager, senior management, and field teams to determine the operational needs of the medical program within the scope of the grants
- Work closely with the medical doctors and health teams to ensure high quality service provision for beneficiaries using nationally or internationally accepted standards
- Coordinate referral pathways for MHPSS, CMR and GBV, ensuring appropriate detection and referral
- Analyze pharmacy reports to monitor drug consumption per site and adjust procurement plan and activities in coordination with Pharmacist
- Implement data management systems ensuring daily data output and reporting
- Assist in the adjustment of data management systems streamlining data for new projects and local health department
- Review and provide input for reports in order to analyze trends and adjust programs as needed
- Work with direct line manager, field teams, partnering agencies and national health authorities for outbreak preparedness and contingency planning
- Work with field teams to ensure continued provision of basic life serving services in case of evacuation or relocation due to insecurity
- Work with direct line manager, senior management and field teams to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs
- Work with direct line manager, senior management and field teams to contribute to concept notes for future funding following donor protocols and formats
- Work with field teams and logistics to procure drugs in a timely manner to ensure adequate supply based on site consumption while adhering to national drug protocols and program budgets
- Work with UN agencies (UNICEF, WHO, UNFPA) and partner agencies to acquire drug kits and health information materials for medical programs
- Regularly update country office on progression of programs as necessary
- The Medical Coordinator is the focal point for team health and medical emergencies. Managing the team trauma (and triage kit if available) and PEP kit, and may recommend personnel to seek health care or rest when they are ill. Ensure correct provision and use of PPE.
- Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required. The Medical Coordinator shall also be responsible for disposition of medical equipment, consumables and pharmaceuticals
Representation
- Attend coordination meetings as needed
- Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as needed
- Liaise with MOH on matters related to the program to ensure programmatic accountability as needed
- Participate in media relations, public outreach and awareness initiatives, including coordinating and responding to inquiries, acting as a spokesperson, or identifying and preparing spokespeople for local, national and international media at the request of the Communications department.
- Participate in coordination meetings and communicate relevant information to direct line manager and other health staff as needed
- Ensure maximum visibility of the agency amongst the NGO community
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Human Resource Management
- Assist in the selection, training, and mentoring of qualified health staff, recommend promotions, disciplinary action and termination as needed
- Supervise the day-to-day health staff to ensure smooth and effective operations, including the appointment of the clinical team leader
- Work with HR department to ensure compliance to local labor laws including working hours
- Maintain open lines of communications with all field staff
Training and Capacity Building
- Work closely with the medical doctors and health teams to determine the technical and non- technical training needs of the medical staff to ensure high quality program implementation and compliance with minimum standards
- Train national staff to increase responsibilities to build capacity and ensure sustainability of programs
- Collaborate with direct line manager and relevant national and international health authorities for revision of existing curriculum or development of new curriculum to be utilized in implemented by and implement those plans through the management team and field teams
- Advocate and plan for professional development for expat and national staff.
Working Relationships
- Support the Senior Management Team to ensure program activities and objectives are implemented appropriately and communicated
- Maintain strong working relationships with Finance, Logistics, HR/Admin and other relevant departments to ensure smooth implementation of program activities
General

- Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

Qualification
- Typically, a Medical degree with a valid license to practice and be board certified or equivalent (board eligible). Master’s degree in Public Health preferable. Equivalent combination of relevant education and experience may be substituted as appropriate
Experience
- Typically 10+ year of relevant and progressive experience, including at least at least 2 years of experience in a leadership role related to emergency medicine, family medicine or other primary care specialty, and minimum of 3 years of cumulative experience required in a lessor developed country or resource deprived environment, or equivalent combination of education and experience focused on global health.
- Must have experience in overseas programs at the Manager level relating to primary health care (and secondary health care in specific missions), maternal and child health, reproductive health, HIV/AIDS, communicable diseases, emergency preparedness and response.
- Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people

- Ability to exercise sound judgment and make medical decisions affecting the standard of care independently
