Job Overview:
The Human Resources Specialist will serve as the Head of HR in the Djibouti Country Office, overseeing a team of 74 employees across various locations including Djibouti City, Ali Sabieh, and Tadjourah. This in-person role requires the incumbent to provide strategic and operational leadership for all HR functions, ensuring compliance with WFP policies and procedures. The specialist will act as the principal HR advisor to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, representing HR in management meetings and ensuring that people-related considerations are integrated into decision-making processes. The position also involves leading and supervising the HR Associate and HR Assistant, building local HR capacity, and enhancing HR service delivery.

Duties and Responsibilities:
The key responsibilities of the Human Resources Specialist include leading and managing all HR activities within the Country Office, providing strategic HR advice to the Country Director and management team, and representing HR in Heads of Unit and management meetings. The specialist will supervise, coach, and develop the HR Associate and HR Assistant, ensuring the delivery of comprehensive HR services such as recruitment, onboarding, performance management, employee relations, contract management, and separations. Additionally, the role involves ensuring compliance with WFP HR policies, leading workforce planning and talent management initiatives, monitoring HR metrics, and coordinating follow-up actions from audits and compliance assessments. The specialist will also drive the implementation of the Country Office e-Filing project, strengthen personnel record management, establish HR rosters and talent pipelines, and improve HR data quality and reporting.

Required Qualifications:
Candidates must possess strong leadership and management skills, with a proven ability to provide strategic HR advice and guidance. The role requires excellent communication and interpersonal skills, as well as the ability to work collaboratively with diverse teams. A deep understanding of HR policies and procedures, particularly within the context of humanitarian organizations, is essential. The specialist should demonstrate adaptability, creativity, and professionalism in their approach to HR management, with a commitment to accountability and self-management.

Educational Background:
A bachelor's degree in Human Resources Management, Business Administration, or a related field is required. A master's degree or professional HR certification would be an advantage. Candidates should have a solid understanding of HR principles and practices, particularly in the context of international organizations and humanitarian work.

Experience:
The position requires a minimum of 5 years of relevant experience in human resources management, with a focus on strategic HR leadership. Experience in a humanitarian or international development context is highly desirable. Candidates should have a track record of successfully managing HR functions, leading teams, and implementing HR initiatives that drive organizational effectiveness.

Languages:
Fluency in English is mandatory, while proficiency in French is highly desirable. Knowledge of Arabic or other local languages would be an asset, as it would facilitate communication with local staff and stakeholders.

Additional Notes:
This position is a full-time role based in Djibouti City, with occasional travel to field offices. The incumbent will receive a Monthly Volunteer Living Allowance (VLA) of DJF 414866.66, along with annual and learning leaves, medical and life insurance, and free access to various learning platforms. The role is classified as a National UN Specialist Volunteer position, and candidates should be prepared to engage in a dynamic and challenging work environment.
