Job Overview:
The Programme Associate position at WFP is crucial for providing specialized technical support and analysis in the design, implementation, monitoring, and evaluation of nutrition-related activities and assistance for refugees, asylum seekers, and migrants. The role requires a proactive approach to address various operational challenges independently, with general guidance from a Programme and Policy Officer. The incumbent will be responsible for managing resources effectively and enhancing the capacity of support staff. This position is integral to ensuring that the nutritional needs of vulnerable populations are met and that WFP's strategic objectives are achieved. The Programme Associate will work closely with various stakeholders, including national authorities, UN agencies, NGOs, and other partners, to coordinate interventions and improve the effectiveness of food and nutrition assistance.

Duties and Responsibilities:
  • Provide technical assistance and contribute to the development, implementation, and monitoring of nutrition activities and assistance programs for refugees, asylum seekers, migrants, and other vulnerable populations, ensuring compliance with WFP policies and strategies.
  • Offer specialized project management support in nutrition and humanitarian assistance to ensure activities are conducted in line with established objectives, procedures, and quality standards.
  • Prepare reports, analyses, and dashboards related to food and nutrition assistance needs, resource utilization, program performance, and activity progress, ensuring adherence to WFP's quality standards and reporting requirements.
  • Manage the registration, consolidation, verification, and monitoring of programmatic data relevant to nutrition activities and beneficiaries, ensuring consistency in information shared with stakeholders.
  • Liaise with relevant program and support units (Finance, Supply Chain, BPO, RAM, etc.), sub-offices, and implementing partners to ensure effective coordination, activity monitoring, and prompt resolution of operational issues.
  • Collaborate with national authorities, UN agencies, NGOs, and other stakeholders to contribute to needs analysis, intervention coordination, and the effectiveness of food and nutrition assistance.
  • Assist in managing programmatic resources and monitoring the administrative and financial aspects of activities, including partnership agreements, distribution plans, payments, reconciliations, and other operational processes.
  • Support capacity building for WFP staff, cooperating partners, and government counterparts in nutrition, refugee assistance, and related program management and monitoring areas.
  • Act as a technical point of contact for resolving operational issues in nutrition and refugee assistance, participating in monitoring, evaluation, and quality control activities for programs. 1
  • Implement standard emergency preparedness practices to ensure WFP can respond quickly and deploy necessary resources in affected areas at the onset of crises. 1
  • Perform any other related tasks as required by the supervisor.

Required Qualifications:
The position requires a strong background in project management, particularly in the fields of health, food security, nutrition, vulnerability, or related areas. Candidates should possess excellent communication, negotiation, and leadership skills, with the ability to engage effectively with a diverse range of stakeholders in multicultural environments. A solid understanding of malnutrition issues and refugee assistance in Djibouti is essential, along with a commitment to WFP's values of integrity, collaboration, commitment, humanity, and inclusion. Candidates should demonstrate initiative and responsibility in their work, with the ability to manage resources effectively and provide guidance to support staff.

Educational Background:
Candidates must have completed secondary education, with a post-secondary certificate in a relevant functional area such as nutrition/health, project management, social sciences, environmental sciences, or any other field pertinent to international development and humanitarian assistance. This educational background is crucial for understanding the complexities of the role and the context in which WFP operates.

Experience:
A minimum of 6 years of experience in project management within health, food security, nutrition, vulnerability, or related fields is required. Candidates should have experience collaborating with technical teams, contributing to program implementation, facilitating discussions with multiple stakeholders, and working on the formulation and/or implementation of humanitarian or social assistance projects. This level of experience is necessary to ensure that the candidate can effectively manage the responsibilities of the Programme Associate role and contribute to WFP's mission.

Languages:
Fluency in French (written and spoken) is mandatory for this position, as it is the primary language of communication within the organization and with local stakeholders. Additionally, an intermediate level of English (written and spoken) is required to facilitate communication with international partners and stakeholders. Proficiency in other languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and partners.
