Job Overview:
The Programme Policy Officer position at WFP is crucial for supporting policy and program activities that effectively address food assistance needs. The role is based in the Djibouti Country office and reports directly to the Head of Programme. The job holder is expected to operate with a high degree of independence and manage junior staff to ensure that program and policy objectives are met. This position involves a variety of program and policy activities, including analytical work that may be complex in nature. The officer will contribute to performance improvement and will be involved in the development of projects, plans, and processes that align with WFP's broader program policies and guidance. The role requires a proactive approach to project management, data gathering, and monitoring systems, ensuring that quality standards are maintained while engaging with various stakeholders to inform decision-making and enhance program effectiveness.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include:
  • Contributing to the development of diverse projects, plans, and processes that align with WFP's program policies.
  • Providing project management support for specific programs and projects of considerable size and complexity, ensuring compliance with WFP standards.
  • Developing and coordinating data gathering and monitoring systems to maintain rigorous quality standards.
  • Researching and analyzing policy and operational issues to inform the development of policies and programs.
  • Preparing accurate and timely reports on programs and activities to facilitate informed decision-making.
  • Engaging with UN agencies, local partners, and authorities to identify strategies and programs that address community needs.
  • Liaising with internal and external counterparts to ensure effective collaboration and monitor ongoing projects.
  • Supporting the identification and management of partnerships to enhance food assistance packages.
  • Contributing to resource mobilization efforts for WFP projects. 1
  • Supporting capacity building for WFP staff, partners, and national governments in food assistance preparedness. 1
  • Leading, motivating, and developing staff to achieve high performance. 1
  • Performing other duties as required.

Required Qualifications:
The required qualifications for the Programme Policy Officer position include a proven track record in designing and managing emergency and development programs, particularly those with effective social protection components. Candidates should possess strong analytical skills and experience working in partnership with government departments and humanitarian actors. Excellent oral and written communication skills are essential, along with the ability to engage effectively with diverse stakeholders. Familiarity with resilience and social protection frameworks is also desirable, as is experience in managing small to mid-size financial budgets and leading teams to deliver objectives.

Educational Background:
Candidates must have an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of relevant work experience and/or training may be acceptable.

Experience:
A minimum of 5 years of relevant experience is desirable for this position. Candidates should have experience in program management, policy development, and partnership building within the humanitarian and development sectors. Exposure to field operations and experience in livelihoods analysis and social protection are also beneficial.

Languages:
Fluency in English and French is mandatory, with proficiency in Djibouti's local languages considered an asset. Candidates should demonstrate strong communication skills in both written and spoken forms.
