Job Overview:
The Communications and Institutional Relations Coordinator will play a crucial role in updating and managing the implementation of Action Against Hunger's advocacy strategy in the occupied Palestinian territories (oPt). This position requires close coordination with internal teams, including the programme and MEAL teams, as well as collaboration with headquarters and the broader ACF network. The coordinator will also be responsible for managing external partnerships and ensuring ACF's positioning in various forums. The role involves overseeing the development of communications content, managing advocacy initiatives within grant agreements, and ensuring compliance with donor requirements. The coordinator will represent ACF in external coordination groups and with key diplomatic stakeholders, while also managing the advocacy and communications unit in oPt to ensure coherence and quality across programming, advocacy, and communications efforts.

Duties and Responsibilities:
The key activities for this role include operationalizing the advocacy strategy for oPt, establishing collaborations for its implementation, and ensuring alignment with ACF global initiatives. The coordinator will represent Action Against Hunger in high-level forums, guide advocacy strategy development, and adapt the strategy to the evolving context. Responsibilities also include conducting research on vulnerabilities faced by beneficiaries, liaising with external stakeholders, and contributing to the mission's information management strategy. The coordinator will oversee the quality control of communications products, prepare updates to media talking points, and coordinate with other advocacy and communications coordinators. Additionally, the coordinator will provide regular updates to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and communicate priorities for donor requirements.

Required Qualifications:
Candidates must possess a Master’s degree in law, international relations, or a related field, along with a demonstrated understanding of international law, particularly humanitarian law. Strong analytical skills and the ability to work in a structured and detailed manner are essential. Proven experience in translating complex legal and political issues into clear advocacy messages and communications for diverse audiences is required. Candidates should have strong drafting and verbal communication skills, research and analytical abilities, and the capacity to manage competing deadlines. A minimum of 4 to 5 years of relevant professional experience in advocacy and communications is necessary, along with strong knowledge of the oPt context and previous working experience in the region being highly desirable.

Educational Background:
The position requires a Master’s degree in law, international relations, or any related field. This educational background is crucial for understanding the complexities of international humanitarian law and the political dynamics affecting humanitarian efforts in the oPt.

Experience:
Candidates should have a minimum of 4 to 5 years of relevant professional experience in advocacy and communications, particularly in humanitarian and development aid contexts. Experience in complex humanitarian and protection settings, as well as knowledge of emergency response and humanitarian coordination mechanisms, is essential. Proven experience in influencing policy change and working in consortiums and partnerships with diplomatic, donor, UN, or other humanitarian stakeholders is also required.

Languages:
English is compulsory for this position, while knowledge of Arabic and Hebrew is considered an asset. Proficiency in these languages will enhance communication with local stakeholders and beneficiaries, facilitating more effective advocacy and outreach efforts.

Additional Notes:
The contract duration for this position is 12 months, with the possibility of extension. The base location is either Amman or East Jerusalem, with travel to the West Bank as required. The salary will be determined according to Action Against Hunger's salary scale, and a difficult context allowance will be provided based on risk analysis. The benefits package includes life, accident, health, and repatriation insurance, emotional care services, accommodation support, and assistance with mission transfers. Employees are entitled to 26 days of paid leave per year. It is important to note that this remuneration package is applicable for foreign applications only, and national applications will follow different conditions according to AAH policies.
