Job Overview:
The National Knowledge and Learning Officer position is based in Erbil, Iraq, and is integral to IOM Iraq’s Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts across all programs, including humanitarian and development initiatives. The role involves supporting the mission’s approach to institutional learning and knowledge-sharing, which is critical given IOM Iraq’s diverse portfolio that includes durable solutions, peacebuilding, stabilization, migration management, migration health, and emergency response. The incumbent will be responsible for implementing systems to manage knowledge generated by projects, including evaluations, research, and best practices, to inform strategic planning. This position requires collaboration with various teams within the organization, including program teams, the Research Team, and external evaluation partners, to establish and monitor a mission-wide Knowledge and Learning Management (KLM) system. The officer will also be tasked with ensuring that the system is user-friendly and accessible across the mission, aligning with donor commitments and IOM requirements. Additionally, the role includes planning and coordinating program and project evaluations, conducting research initiatives, and transforming data and findings into actionable learning to enhance program quality.

Duties and Responsibilities:
The National Knowledge and Learning Officer will have a comprehensive set of responsibilities, including but not limited to:
  • Supporting the implementation of a mission-wide Knowledge and Learning Management (KLM) system for IOM Iraq, ensuring it captures, stores, and disseminates programmatic lessons, research findings, evaluations, and best practices.
  • Planning and coordinating program and project evaluations in accordance with IOM’s Evaluation Policy and donor requirements, including drafting Terms of Reference and liaising with IOM’s Evaluation Unit.
  • Coordinating mission-wide research initiatives and formative studies to inform design" style="border-bottom: 1px dotted #007bff !important;">program design and adaptive management, identifying knowledge gaps and learning needs.
  • Supporting the supervisor in transforming data and evaluation findings into actionable learning, organizing learning events, and developing concise learning products.
  • Providing technical guidance and training on evaluation and learning to IOM staff and partners, including developing Monitoring and Evaluation frameworks and learning plans.
  • Contributing to a culture of knowledge-sharing and continuous learning within the mission and engaging with external stakeholders to disseminate IOM learning.
  • Maintaining up-to-date knowledge of IOM evaluation, monitoring, and Results-Based Management (RBM) frameworks and ensuring compliance with IOM strategies and policies.
  • Supporting the organization of learning workshops, project review meetings, and documenting best practices for sharing within the IOM network.

Required Qualifications:
The position requires a Master’s degree in social sciences, development studies, evaluation, organizational learning, international relations, monitoring and evaluation, statistics, anthropology, law, or a related field from an accredited academic institution. Alternatively, a University degree in the above fields with two years of relevant professional experience is acceptable. Candidates should have professional experience in monitoring, evaluation, accountability, and learning (MEAL), research, or knowledge management in humanitarian or development programs, with a preference for experience in an international organization or UN agency. Demonstrated experience in designing or managing evaluations, familiarity with qualitative and quantitative evaluation methods, and proven experience in facilitating organizational learning are essential. Excellent writing and reporting skills are required, along with experience in designing or managing knowledge/information systems or databases.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as social sciences, development studies, evaluation, organizational learning, international relations, monitoring and evaluation, statistics, anthropology, law, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields combined with two years of relevant professional experience is acceptable. Accreditation from universities listed in the UNESCO World Higher Education Database is necessary.

Experience:
The ideal candidate should have professional experience in monitoring, evaluation, accountability, and learning (MEAL), research, or knowledge management within humanitarian or development programs. Experience in an international organization or UN agency is preferred. Candidates should demonstrate experience in designing or managing evaluations, including developing Terms of Reference, coordinating with evaluators, and disseminating results. Familiarity with both qualitative and quantitative evaluation methods and standards is required, along with proven experience in facilitating organizational learning through workshops and after-action reviews.

Languages:
Fluency in English is required for all IOM staff members, as it is one of the organization's official languages. For this specific position, proficiency in Arabic and Kurdish is considered an advantage. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Appointment will be contingent upon certification of medical fitness, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
