Job Overview:
The Senior AAP Associate will work under the overall supervision of the Deputy Chief of Mission (DCOM) and the direct supervision of the Monitoring and Reporting Officer. This position involves close coordination with program staff in Iraq, support staff, and field office staff. The primary responsibility of the Senior AAP Associate is to support the Monitoring and Evaluation Officer in activities related to Accountability to Affected People (AAP) and reporting requirements. This includes planning, developing, organizing, and delivering capacity-building training to IOM staff and partners on mainstreaming AAP, including the Community Feedback Mechanism (CFM), Community-Based Complaints Mechanism (CBCM), and Communication with Communities (CwC) throughout the program cycle. The role also involves participating in regular AAP needs assessments, reviewing and suggesting improvements for the Mission’s CFM, and enhancing two-way communication with crisis-affected communities. The Senior AAP Associate will lead the implementation and continuous improvement of the Mission-wide CFM, ensuring timely recording and response to feedback and complaints, and will coordinate with various teams to analyze and disseminate CFM reports, contributing to the overall effectiveness of IOM's programs.

Duties and Responsibilities:
The duties and responsibilities of the Senior AAP Associate include supporting the M&E Officer in AAP-related activities, leading the implementation of the CFM, ensuring proper documentation and tracking of feedback and complaints, and coordinating with the M&E Information Management Associate to update the CFM dashboard. The Associate will analyze CFM reports, draft recommendations for improving internal controls, and facilitate the integration of AAP considerations into monitoring activities. They will also participate in safeguarding training initiatives, contribute to improving internal referral pathways, and coordinate the compilation and reporting of AAP-related information for donor reports. Additionally, the Associate will oversee the operational functioning of the Call Centre, monitor service capacity and staff performance, and ensure timely payment of service fees. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a Bachelor’s degree in anthropology, law, development studies, political or social sciences, or a related field from an accredited academic institution, along with five years of practical experience in the field and a certificate in AAP. Alternatively, candidates with a School Diploma in the aforementioned fields and seven years of relevant professional experience will also be considered. The position requires substantial experience in designing and implementing AAP Frameworks, managing CFM teams, and conducting capacity-building activities. Familiarity with data protection principles and experience in data collection, analysis, and reporting in humanitarian or development contexts are also essential.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as anthropology, law, development studies, political or social sciences from an accredited institution. Candidates with a School Diploma in these fields and extensive relevant experience may also qualify. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets the standards set by international educational authorities.

Experience:
The position requires substantial experience in the design and implementation of AAP Frameworks and workplans, as well as monitoring and evaluation. Candidates should have proven experience in managing CFM teams and operations, implementing AAP capacity-building activities, and preparing data collection tools. Familiarity with data protection principles and practices is also important, as is experience in data collection, analysis, and reporting within a humanitarian or development context.

Languages:
Fluency in English is required for all IOM staff members, as it is one of the organization's official languages. For this specific position, proficiency in Arabic and Kurdish is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.

Additional Notes:
The position may involve a contract duration that is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
