Job Overview:
The National Programme Data and Reporting Officer will work under the overall supervision of the Deputy Chief of Mission (Iraq) and direct supervision of the Monitoring & Reporting Officer. This position is crucial for supporting IOM Iraq’s multi-sector programmes from the Erbil Sub-Office. IOM Iraq operates in various governorates with offices in Baghdad, Erbil, Basra, and seven sub-offices, implementing humanitarian, recovery, and development efforts. The role involves coordinating programme data collection and reporting across IOM Iraq’s emergency and development portfolios. The officer will contribute to establishing and monitoring a system to collect, consolidate, and clean programme data from various units and field offices. The position requires close collaboration with Programme Managers and M&E/IMS focal points to ensure timely and accurate data submission for all projects. The officer will also establish routines for data validation and apply data protection standards, ensuring that the data management processes are robust and reliable. Additionally, the officer will support the administration of programme data and information management systems and databases, maintaining programme data platforms, troubleshooting issues, and updating project Results Matrices in the system.

Duties and Responsibilities:
The National Programme Data and Reporting Officer will have a comprehensive set of duties and responsibilities, including:
  • Supporting the coordination of programme data collection and reporting across IOM Iraq’s emergency and development portfolios.
  • Establishing and monitoring a system to collect, consolidate, and clean programme data from various units and field offices.
  • Working closely with Programme Managers and M&E/IMS focal points to facilitate timely and accurate data submission for all projects.
  • Establishing routines for data validation and applying data protection standards.
  • Collaborating with the Mission IMS Team to administer programme data and information management systems and databases.
  • Coordinating with IMS staff to maintain programme data platforms and troubleshoot issues.
  • Tracking the performance of project and programme indicators, flagging implementation delays and challenges, and suggesting corrective actions.
  • Coordinating the preparation of mission-wide reports and data inputs for institutional requirements.
  • Compiling, analyzing, and presenting all required programmatic data by deadlines. 1
  • Contributing to the establishment of IOM Iraq project target datasets to produce summary people reach, trends, and infographics. 1
  • Developing dashboards or other visualization products to track key performance indicators across projects. 1
  • Providing technical guidance to project staff on data collection methodologies and reporting standards. 1
  • Conducting trainings for field teams on data entry and data quality control. 1
  • Promoting standardized data collection tools and sharing best practices across units. 1
  • Complying with IOM data protection policies in managing project targets and confidential information. 1
  • Liaising with Monitoring & Evaluation and IMS colleagues to contribute to assessments and evaluations as needed. 1
  • Keeping abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management functions.

Required Qualifications:
The position requires a Master’s degree in Monitoring and Evaluation, statistics, information management, data science, social sciences, or a related field from an accredited academic institution. Alternatively, a University degree in the above fields with two years of relevant professional experience in the development and implementation of M&E and AAP frameworks is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Additionally, candidates should have experience in programme data management, analysis, and reporting in a humanitarian or development context, with at least five years of experience if holding a bachelor’s degree. Proven experience coordinating data collection from multiple projects or field locations, ensuring data integrity and timeliness is essential. Technical proficiency in Microsoft Excel and Access, as well as experience with data analysis or visualization software (e.g., SQL databases, Power BI) and mobile data collection tools (Kobo), is required.

Educational Background:
Candidates must possess a Master’s degree in Monitoring and Evaluation, statistics, information management, data science, social sciences, or a related field from an accredited academic institution. Alternatively, a University degree in the above fields with two years of relevant professional experience in the development and implementation of M&E and AAP frameworks is acceptable. The educational background should be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of five years of experience in programme data management, analysis, and reporting in a humanitarian or development context, particularly if the candidate holds a bachelor’s degree. Candidates should have proven experience coordinating data collection from multiple projects or field locations, ensuring data integrity and timeliness. Familiarity with monitoring and evaluation frameworks and results-based reporting is advantageous, especially experience with UN/IOM reporting systems like PRIMA or PRISM, SRF indicators, etc. Prior work experience with IOM or UN agencies, or in the Iraqi context, is also considered an advantage.

Languages:
All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, fluency in English is required, while proficiency in Arabic and Kurdish is considered an advantage. The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The position is subject to funding confirmation, and any offer made to the candidate is contingent upon this. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
