Job Overview:
The Senior Monitoring and Evaluation Associate will play a crucial role in supporting the implementation of monitoring activities across the mission. This position involves close coordination with program staff, support staff, and field office staff. The associate will be responsible for preparing data collection tools, conducting data collection activities, drafting monitoring and internal survey results, and building the capacity of enumerators. The role requires ensuring that monitoring activities align with approved project documents, Results Monitoring Frameworks (RMFs), donor requirements, and IOM monitoring standards. The associate will contribute to the implementation of monitoring plans, including RMFs and indicator tracking tools, and will support systematic tracking and analysis of project progress against donor commitments and indicators. This position is vital for informing evidence-based programmatic decision-making and ensuring the integrity and quality of data collected.

Duties and Responsibilities:
The duties and responsibilities of the Senior Monitoring and Evaluation Associate include supporting the coordination of mission-wide data collection and field monitoring activities, contributing to the refinement and standardization of monitoring tools, and ensuring compliance with project documents and IOM M&E guidelines. The associate will assist in data collection, collation, validation, storage, and reporting processes, ensuring data quality and integrity. They will perform timely entry and management of monitoring data in relevant systems, support the planning and implementation of various surveys and studies, and provide ongoing technical support and capacity building to IOM staff and implementing partners. The associate will also contribute to documenting lessons learned and best practices, facilitate regular coordination meetings, and comply with IOM’s Code of Conduct and other relevant organizational policies.

Required Qualifications:
Candidates must possess a university degree in monitoring and evaluation, statistics, anthropology, law, development studies, political or social sciences, or a related field from an accredited academic institution, along with five years of practical experience in the field. Alternatively, candidates with a completed high school degree and seven years of relevant professional experience in the development and implementation of M&E and AAP frameworks will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as monitoring and evaluation, statistics, anthropology, law, development studies, political or social sciences, or a related area. Candidates with a high school diploma and extensive relevant experience may also qualify. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience in developing and implementing monitoring plans for post-conflict or recovery programs. Experience in supervising and directing data enumerators in transitional or post-conflict contexts is essential. Previous experience in monitoring durable solutions to displacement is highly advantageous, as is prior working experience in monitoring within Iraq. Candidates should also be willing to conduct frequent travel within Iraq and have experience in conducting interviews, focus group discussions, and data collection assessments.

Languages:
Fluency in English is required for all IOM staff members, and for this position, proficiency in Arabic and Kurdish is considered advantageous. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
