Job Overview: The Head of security" style="border-bottom: 1px dotted #007bff !important;">Security and Humanitarian Access is a critical role within Solidarités International, responsible for overseeing the development and implementation of access, safety, and security strategies. This position requires a proactive approach to information gathering and analysis, ensuring that the organization can operate effectively in a challenging security environment. The Head of Security will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and field coordinators to maintain a high standard of security management across the country program. The role also involves contributing to the organization's access strategy, particularly in regions like Sumy and Kherson, and ensuring compliance with SI's operational standards. The position is vital for maintaining the safety of staff and the integrity of humanitarian operations in Ukraine, especially given the dynamic and volatile security context resulting from ongoing conflicts.
Duties and Responsibilities:
Develop and implement comprehensive security strategies and frameworks for SI operations in Ukraine.
Conduct regular risk assessments and ensure that security measures are adapted to the evolving situation on the ground.
Maintain a network of reliable contacts and sources of information to inform security decisions.
Provide direct management and support to the Deputy Access and Liaison Coordinator and Fire Safety Officer.
Ensure compliance with SI's Minimum Operational Standards for Security and Access.
Facilitate training and capacity-building initiatives for local partners and staff on security protocols.
Monitor and report on the security situation, providing timely updates to the Country Director and relevant stakeholders.
Collaborate with field coordinators to ensure that security considerations are integrated into all program activities.
Participate in the development of contingency plans and emergency response strategies. 1
Engage with local authorities and other humanitarian actors to advocate for safe access to affected populations.
Required Qualifications:
A Master's degree in a humanitarian or security-related field is required.
A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in similar security roles.
Proven knowledge of security tools and documents relevant to country security management.
Experience in staff training, development, coaching, and mentoring.
Demonstrated leadership and decision-making capabilities in high-pressure environments.
Excellent interpersonal and analytical skills to navigate complex security challenges.
Educational Background: Candidates must possess a Master's degree in a relevant field, such as humanitarian studies, security management, or a related discipline. This educational background is essential for understanding the complexities of security in humanitarian contexts and for developing effective strategies to ensure the safety of staff and operations.
Experience: The position requires significant experience in the humanitarian sector, specifically more than 5 years, with a focus on security management. Candidates should have at least 3-4 years of experience in similar roles, demonstrating a strong understanding of the security landscape in conflict-affected areas and the ability to implement effective security measures.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Proficiency in Ukrainian or Russian is considered a strong asset, as it facilitates better communication with local staff and communities, enhancing the effectiveness of security operations.
Additional Notes: This is a salaried position with a starting gross salary of EUR 2860 per month, which includes a base salary of EUR 2600 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of EUR 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is for 5 months, with a system of alternating work and time off implemented at the rate of 7 working days every three months, along with a USD 850 break allowance. Expatriates are also provided with a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs, as well as essential vaccinations and antimalarial treatments.
