Job Posting Organization:
The OSCE Programme Office in Bishkek (POiB) is dedicated to addressing a variety of security" style="border-bottom: 1px dotted #007bff !important;">security issues, including counter-terrorism, border security, and transnational threats such as human trafficking. The office collaborates closely with various partners to enhance governance, economic development, environmental security, and natural resource management.

Job Overview:
The Programme Assistant will play a crucial role in providing both administrative and substantive support to the Anti-Corruption Unit within the Economic and Environmental Department (EED) of the OSCE Programme Office in Bishkek. This position involves organizing awareness-raising and capacity-building events, supporting project implementation, and maintaining information databases. The Programme Assistant will work under moderate supervision, assisting in the design, planning, implementation, monitoring, and reporting of project activities. The role requires collaboration with multiple stakeholders and the ability to navigate administrative and procedural matters related to project implementation. The Programme Assistant will also serve as a resource for project staff, ensuring smooth project delivery and adherence to budget proposals.

Duties and Responsibilities:
The Programme Assistant will be responsible for a variety of tasks, including providing information for the planning of the Unified Budget, compiling background information, designing supporting documents, and maintaining documentation systems. The role includes reviewing project proposals and budgets, assisting in project formulation, and providing functional support to project implementation. The Programme Assistant will track project expenditures, raise Purchase Requests, and assess project implementation issues. Additionally, the incumbent will monitor project activities, prepare written outputs such as reports and presentations, and provide translations and interpretations as needed. Regular field visits will be part of the role, requiring active participation in discussions and follow-up actions.

Required Qualifications:
Candidates must have completed secondary education, supplemented by specialized training or formal studies in Public Administration, Economics, Management, Public Policy, or a related field. A minimum of five years of working experience is required, with at least four years for those holding a first-level university degree or three years for those with a second-level university degree. Experience in international organizations or NGOs is desirable, along with a background in project planning, implementation, and reporting. Candidates should possess advanced computer literacy, particularly in Microsoft Office applications, and demonstrate the ability to work effectively in diverse teams while maintaining impartiality and objectivity.

Educational Background:
The educational requirement for this position includes a completed secondary education, with additional specialized training or formal studies in relevant fields such as Public Administration, Economics, Management, or Public Policy. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to perform the duties associated with the Programme Assistant role effectively.

Experience:
The position requires a minimum of five years of relevant working experience. This includes four years of experience for candidates with a first-level university degree or three years for those with a second-level university degree. Languages:

Additional Notes:
This position is a fixed-term contract at the G5 level, with a full-time schedule. The monthly remuneration is set at 1,132 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise the vacancy or modify the job description as necessary. Candidates should be aware that the OSCE does not reimburse expenses related to the application process, and appointments are subject to medical clearance. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware of the ethical standards expected of OSCE officials.
