Job Overview: The EpiC Kyrgyz Republic Health Information Systems Advisor is a pivotal role within the EpiC project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG). This position is responsible for providing strategic and technical leadership in strengthening national health information systems and digital surveillance platforms. The Advisor will work closely with the EpiC Kyrgyz Republic Associate Director Technical to modernize digital health ecosystems and improve data governance and quality systems. The role involves ensuring that health information systems are effectively utilized to guide public health policies and programs, particularly in the context of HIV epidemic control and other health initiatives. The Advisor will also play a critical role in advancing integrated surveillance systems and supporting digital transformation initiatives that align with national priorities and international standards.
Duties and Responsibilities: The Advisor will be responsible for a wide range of duties, including but not limited to: providing strategic leadership for health information systems strengthening; supporting the assessment and modernization of national health information systems; contributing to the development of national digital health strategies; advising government counterparts on digital health governance; leading technical efforts for digital transformation; promoting interoperability among health information systems; supporting the integration of various health-related information systems; developing data governance frameworks; ensuring data quality assurance; identifying risks related to data security" style="border-bottom: 1px dotted #007bff !important;">security and system resilience; designing and delivering training programs; and engaging with stakeholders to support program management and implementation. The Advisor will also be expected to represent the project at national and international forums and contribute to project reports and donor deliverables.
Required Qualifications: Candidates must possess a minimum of a bachelor’s degree in Health Informatics, Information Systems, Computer Science, Digital Health, Public Health Informatics, Epidemiology, Biostatistics, Data Science, Public Health, or a closely related field. A master's degree is preferred. Additionally, candidates should have a minimum of seven years of progressively responsible experience in health information systems, digital health, disease surveillance, public health informatics, or related fields. Demonstrated experience in leading interoperability and digital transformation initiatives, as well as experience working with governmental institutions and donor-funded projects, is essential. Candidates should also have experience in data governance, quality assurance, and institutional capacity strengthening.
Educational Background: The educational background required for this position includes a minimum of a bachelor’s degree in relevant fields such as Health Informatics, Information Systems, Computer Science, Digital Health, Public Health Informatics, Epidemiology, Biostatistics, Data Science, or Public Health. A master's degree in one of these fields is preferred and may enhance the candidate's qualifications for the role.
Experience: The position requires a minimum of seven years of progressively responsible experience in areas such as health information systems, digital health, disease surveillance, public health informatics, and data governance. Candidates should have a proven track record of supporting national or large-scale health information system initiatives and experience in leading interoperability and digital transformation programs. Familiarity with governmental institutions and donor-funded projects is also important, as is experience in monitoring and evaluation systems and the use of data for decision-making.
Languages: Fluency in English and Russian is required for this position, with knowledge of Kyrgyz being an advantage. The ability to communicate effectively in these languages is crucial for engaging with stakeholders and facilitating collaboration across various sectors.
Additional Notes: This position is based in Bishkek, Kyrgyzstan, and may require travel within the Kyrgyz Republic, estimated at 30%. The expected hiring salary range for this role is indexed to USD 21,000 - 30,000 for annual basic salary.
