Job Overview:
The Digital Health Specialist will play a crucial role in supporting the delivery and enhancement of digital health activities within Tajikistan. This position involves providing technical support to the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MOHSPP), implementing partners, and other national health actors. The specialist will focus on strengthening digital health information systems, including DHIS2 and Laboratory Information Management Systems (LIMS), as well as other digital platforms that support disease surveillance, laboratory data management, and program monitoring. The role requires the development and improvement of electronic data collection tools, reporting forms, and digital workflows, while also contributing to the interoperability and data exchange between health information systems. The Digital Health Specialist will be responsible for training health facilities, government counterparts, and implementing partners on the use of digital health tools, ensuring data quality processes, and contributing to technical documentation and reporting.

Duties and Responsibilities:
The Digital Health Specialist will have a wide range of responsibilities, including: supporting the implementation of digital health activities in collaboration with the MOHSPP and project partners; providing technical support for the enhancement and integration of digital health information systems; developing and improving electronic data collection tools and digital workflows; strengthening interoperability and data exchange between health information systems; offering technical support to health facilities and government counterparts; managing data processes, including validation and quality checks; participating in the testing and rollout of new digital health solutions; preparing user guides and technical documentation; organizing training sessions for healthcare workers; preparing analytical reports and dashboards; coordinating with various stakeholders to facilitate the effective use of digital health solutions; monitoring developments in digital health; collecting and consolidating health data; participating in procurement selection committees; and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in information technology, Health Informatics, Public Health, Information Systems, Computer Science, or a related field. A minimum of 5 years of relevant professional experience in digital health, health information systems, information technology, or data management is required. An understanding of digital health concepts, health information systems, health data exchange, and data quality assurance principles is preferred. Experience with DHIS2 or other health information systems is advantageous, as is experience in providing technical support and user training. Strong analytical, organizational, and problem-solving skills are essential, along with the ability to work independently and collaboratively within a multidisciplinary team. Experience working with government institutions or international development projects is preferred, and excellent communication and interpersonal skills are necessary.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as information technology, Health Informatics, Public Health, Information Systems, or Computer Science. This foundational education is critical for understanding the complexities of digital health systems and their implementation in a healthcare setting.

Experience:
The position requires a minimum of 5 years of relevant professional experience in areas such as digital health, health information systems, information technology, or data management. This level of experience is necessary to ensure that the candidate is well-versed in the technical aspects of digital health and can effectively support the implementation and enhancement of health information systems.

Languages:
Fluency in English, Tajik, and Russian is required for this position. Proficiency in these languages is essential for effective communication with various stakeholders, including government counterparts, healthcare workers, and international partners.

Additional Notes:
The position is open to Tajik residents and will be based in Dushanbe, Tajikistan. The expected hiring salary range for this role is TJS 180,000 - 230,000 for annual basic salary. FHI 360 considers various factors when determining an offer amount, including relevant years of experience and education, internal equity, market pay, and budget.
