Job Overview:
The position of International Expert/Trainer on Small Arms and Light Weapons (SALW) and Conventional Ammunition (CA) involves designing and conducting two comprehensive five-day workshops aimed at enhancing the knowledge and skills of approximately twenty representatives from the Ministry of Defense and Tajikistan Border Troops. The workshops are scheduled for November 2026 and will focus on physical security and stockpile management (PSSM) of SALW and CA. The successful candidate will be responsible for aligning the training content with international standards and OSCE documents, ensuring that participants understand the practical application of Tajikistan's newly developed national guiding documents. The training will incorporate expert presentations, facilitated discussions, practical exercises, and case studies, emphasizing the responsibilities of decision-makers in strengthening institutional PSSM systems. This role is crucial in contributing to the overall capacity-building efforts within the Ministry of Defense and Border Troops, ultimately enhancing the security framework of Tajikistan.

Duties and Responsibilities:
The successful candidate will undertake several key responsibilities, including: reviewing relevant OSCE documents, international standards, and recognized good practices concerning SALW and CA physical security and stockpile management; analyzing national guiding documents and instructions provided by the Ministry of Defense; developing a detailed five-day workshop program and training materials in consultation with the OSCE Programme Office; conducting two five-day workshops for the Ministry of Defense and Tajikistan Border Troops; coordinating with OSCE project staff to conduct pre- and post-training assessments of participants' knowledge; and preparing a final report summarizing training activities, participant performance, identified capacity gaps, and recommendations for future capacity-building activities. The candidate will also be expected to ensure that the training is comprehensive, addressing both theoretical and practical components of PSSM, and that it aligns with Tajikistan's national guiding documents.

Required Qualifications:
Candidates must possess a university degree or equivalent military institute degree in security studies, military affairs, international relations, arms control, defense management, or a related field. Additionally, a minimum of 8 years of professional experience in military and security affairs is required, with at least 5 years specifically in securing SALW and CA and strengthening arms control measures. Proven experience in designing and conducting training for military, law enforcement, or government personnel, particularly in the PSSM field, is essential. Candidates should demonstrate knowledge of national standards and good practices related to SALW and CA PSSM, familiarity with relevant OSCE documents and commitments, and experience in developing national SALW and CA regulations or technical guidance in Central Asia. Previous engagement in SALW and CA-related capacity-building activities within an international or regional organization is highly desirable.

Educational Background:
The educational background required for this position includes a Bachelor's Degree (first-level university degree or equivalent) in fields such as security studies, military affairs, international relations, arms control, or defense management. A degree from a recognized military institute may also be considered equivalent. The educational qualifications should provide a solid foundation for understanding the complexities of SALW and CA management and the relevant international standards and practices.

Experience:
Candidates should have a minimum of 8 years of professional experience in military and security affairs, with at least 5 years of experience specifically related to securing SALW and CA. This experience should include a proven track record in training military, law enforcement, or government personnel, particularly in the context of physical security and stockpile management. Familiarity with the challenges and best practices in the region, particularly in Central Asia, will be advantageous.

Languages:
Professional fluency in Russian and/or Tajik languages, both oral and written, is mandatory for this position. Fluency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the training experience for participants. The ability to communicate effectively in these languages is crucial for the successful delivery of the workshops and for ensuring that all participants can engage fully with the training content.
