Job Overview:
The Principal Communications Specialist will play a crucial role in supporting the President of ADB in communications and partner engagements. This position is situated within the President Support Unit of the Department of Communications and Knowledge Management (DOCK). The successful candidate will be responsible for ensuring that the President's communications align with his leadership vision and are effectively executed across various platforms, including speeches, media engagements, social media, and publications. The role requires close collaboration with the Office of the President and other departments to provide operational coordination, strategic support, and quality assurance for the President's communications. The Principal Communications Specialist will also be tasked with developing and implementing the President's communications and engagement strategy, overseeing the production of communication materials, and facilitating media relations. Additionally, the role involves monitoring the effectiveness of communication activities and assisting in crisis communications to protect ADB's brand and reputation.

Duties and Responsibilities:
The Principal Communications Specialist will have a wide range of responsibilities, including:
  • Supporting the development and implementation of the President's communications and engagement strategy and plan.
  • Acting as a focal point for cross-departmental collaboration, liaising with relevant departments on the President's communications plan and engagement requests.
  • Overseeing the drafting, editing, and production of communication products such as speeches, briefing notes, and video scripts, ensuring alignment with communication priorities.
  • Conducting quality control to ensure the coherence, accuracy, and consistency of all materials.
  • Facilitating media relations by coordinating interviews, press conferences, and preparing news releases and media briefs.
  • Contributing to the President's social media presence through content planning and monitoring trends.
  • Analyzing the effectiveness of communication activities and compiling reports and presentations.
  • Assisting in navigating issues and crisis communications related to the President's engagements.
  • Performing other related tasks as assigned by the Head of the President Support Unit.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in Communications, Journalism, Public Policy, International Development, or a related field. Alternatively, a university degree in related fields combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 12 years of relevant professional experience, including international experience, with a strong understanding of development issues, particularly in Asia and the Pacific. Excellent written and verbal communication skills in English are essential, along with experience in preparing and implementing strategic communications plans in large international organizations. A proven track record of mentoring and guiding junior team members is also desired.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in Communications, Journalism, Public Policy, International Development, or a related field. Candidates with a university degree in related fields combined with significant relevant experience may also be considered. This educational foundation is crucial for understanding the complexities of communication strategies and the development landscape in which ADB operates.

Experience:
The position requires at least 12 years of relevant professional experience, including experience at the international level. Candidates should have a demonstrated understanding of development issues, particularly in the Asia-Pacific region. Experience in preparing and implementing strategic communications plans within large international organizations is highly desirable. Additionally, international experience working in multiple countries is preferred, as it provides valuable insights into diverse communication needs and cultural contexts.

Languages:
The mandatory language requirement for this position is excellent written and verbal communication skills in English. Proficiency in additional languages relevant to the Asia-Pacific region would be considered advantageous, as it may enhance communication efforts and engagement with diverse stakeholders.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position is based in Manila, Philippines, and relocation is required, with all reasonable relocation expenses covered.
