Job Overview:
The Partnerships Officer will work under the direct supervision of the Head of the Partnerships & Reporting Unit, acting as the Deputy for Partnership functions. This role involves close collaboration with various functional units within the WFP Haiti team. The primary purpose of this position is to enhance WFP’s positioning with public, private, and external partners to secure policy support, resources, technical assistance, and innovative solutions that advance WFP's mission. The officer will engage in a wide range of partnerships and reporting activities, conducting analytical work and research to support the Country Office. This includes engaging with a diverse array of stakeholders such as governments, UN agencies, intergovernmental institutions, international financial institutions, corporations, foundations, and NGOs. The role is crucial for ensuring that WFP can effectively contribute to the achievement of the Sustainable Development Goals (SDGs) and the Zero Hunger initiative.

Duties and Responsibilities:
The Partnerships Officer will be responsible for several key accountabilities, including:
  • Supporting the design and continuous update of the partnerships strategy, leading the implementation of a work plan to identify, develop, and strengthen quality partnerships in alignment with WFP's strategic objectives.
  • Proactively managing a diverse partnerships portfolio, including partner profiling, data analysis, and outreach plans to maximize resources and leverage policy support for WFP’s initiatives.
  • Ensuring that partner conditions are met and developing products with relevant units to enhance donor visibility and trust in WFP's use of their funding.
  • Facilitating corporate dialogue with partners by preparing quality briefing materials and communications to align partner engagement across the organization.
  • Highlighting strategic opportunities and issues to management and proposing actionable options to nurture trust and interest in WFP's work.
  • Gathering and sharing partner intelligence using key information systems, assessing results to inform partnership management and strategy.
  • Supporting functional units in developing relevant partnership plans and managing contributions in line with corporate norms and legal agreements.
  • Using socio-political insights to facilitate partnership growth and exploring opportunities to expand existing partnerships.
  • Leading the preparation of proposals, agreements, and reporting materials to formalize partnerships and ensure visibility of operations. 1
  • Incorporating gender perspectives in all areas of work to ensure equal participation of women and men. 1
  • Contributing to preparedness actions and monitoring defined risks, making recommendations for effective management.

Required Qualifications:
Candidates must possess an advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted. Candidates should have a minimum of five years of relevant professional work experience in partnership roles, demonstrating a strong understanding of government strategies and the ability to develop effective relationships with partners. Knowledge of resource mobilization and experience in preparing briefs to raise resources for operations are essential. Candidates should also have experience in fostering a gender-balanced and inclusive working environment.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Political Science, International Development, Development Economics, International Relations, Law, Marketing, or Communications. A first university degree may be acceptable if accompanied by additional years of related work experience and/or relevant training courses. This educational foundation is critical for understanding the complexities of partnerships and the socio-political landscape in which WFP operates.

Experience:
The position requires a minimum of five years of relevant professional work experience in partnership roles. Candidates should have a proven track record of developing and managing partnerships, as well as experience in resource mobilization and stakeholder engagement. The ability to analyze data and trends, prepare strategic proposals, and communicate effectively with diverse stakeholders is essential for success in this role.

Languages:
Fluency in both French and English is mandatory for this position, with a proficiency level of C. This bilingual requirement is crucial for effective communication with partners and stakeholders in Haiti and beyond. Knowledge of additional languages may be considered an asset but is not mandatory.

This position is classified as a Regular Consultant with a contract duration of 11 months. The role is based in Port-au-Prince, Haiti, and is expected to be full-time.
