Job Overview:
The Senior Technical Advisor, Quality Improvement (QI), plays a crucial role in enhancing the quality and performance of HIV and TB-related care and treatment services under the EpiC Project in Tanzania. This position is pivotal in supporting Police and Prisons health facilities, as well as public-sector health facilities, to achieve improved service delivery outcomes. The Advisor will utilize quality improvement methodologies, data-driven decision-making, and supportive supervision to identify service delivery gaps and implement effective QI plans. The role involves close collaboration with facility teams, councils, and regional health management teams (R/CHMTs) to promote sustained improvements in various health interventions, including HIV testing, linkage, retention, viral load suppression, TB screening, and more. The Advisor is expected to document QI results, share best practices, and contribute to comprehensive reporting to project management and donors, ensuring alignment with national guidelines and project standards.

Duties and Responsibilities:
The Senior Technical Advisor will lead the implementation of quality improvement activities in accordance with national HIV and TB guidelines. Key responsibilities include supporting facility teams in identifying bottlenecks, defining improvement objectives, and developing QI action plans. The Advisor will facilitate the use of QI methodologies such as PDSA cycles, root cause analysis, and process mapping. Regular supportive supervision and on-site mentorship will be conducted at Police, Prisons, and public health facilities to build capacity among senior technical officers. The Advisor will work with facility teams to review service delivery data, identify performance gaps, and track progress against targets. Documentation of QI results, lessons learned, and successful models for scale-up will be essential. The Advisor will also prepare technical reports and contribute to quarterly, semi-annual, and annual reporting, ensuring all QI activities align with national guidelines and donor requirements. Additionally, the Advisor will promote sustainable approaches that can be institutionalized by government and facility teams, integrating quality improvement into routine supervision and management structures.

Required Qualifications:
Candidates must possess a Master’s degree in public health, Health Services Management, Medicine, or Nursing, combined with a relevant clinical/health bachelor’s degree and substantial experience in HIV and quality improvement. A Master’s degree in Epidemiology, Health Systems Management, or a closely related discipline is considered an added advantage. The role requires a deep understanding of HIV service delivery, quality standards, and the ability to design and operationalize QI strategies at various levels. Familiarity with Tanzania's health sector policies and guidelines is essential, along with knowledge of PEPFAR priorities and performance indicators.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, Health Services Management, Medicine, Nursing, or a related field. Candidates should also have a relevant clinical or health bachelor’s degree. Additional qualifications such as a Master’s degree in Epidemiology or Health Systems Management are advantageous, particularly for those with a focus on HIV and quality improvement.

Experience:
The position requires a minimum of 12 years of experience in HIV/public health programming and quality improvement leadership. Candidates should have substantial experience with USG-funded projects and a strong familiarity with Tanzania's health system. Demonstrated success in using data-driven QI approaches to improve HIV service outcomes is crucial. Experience implementing QI programs, including Continuous Quality Improvement (CQI), PDSA cycles, and performance improvement, is also necessary.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Swahili is highly desirable, as it facilitates better communication with local teams and stakeholders in Tanzania.

This position is a full-time role with a competitive compensation package, including an expected annual salary range of TZS 90,000,000 - 130,000,00
