Job Overview:
The Senior Technical Officer – Tuberculosis (TB) plays a critical role in providing technical expertise and support for the implementation and scaling up of comprehensive TB prevention, screening, diagnosis, and treatment within the EpiC Project in Tanzania. This position is pivotal in integrating TB and HIV services across Police and Prison health facilities, as well as strengthening TB services within public health facilities. The officer will ensure early case detection, timely diagnosis, and treatment initiation and completion, working closely with various stakeholders including the Ministry of Health and implementing partners. The role demands a strong commitment to delivering high-quality, equitable, and client-centered TB services, in line with national guidelines and global recommendations. The officer will also be responsible for monitoring program performance and developing site-specific improvement plans to enhance service delivery.

Duties and Responsibilities:
The Senior Technical Officer will provide technical support and strategic direction for planning, implementation, monitoring, and scale-up of TB interventions across supported regions. Key responsibilities include overseeing TB screening, active case finding, diagnosis, treatment, and TB preventive treatment (TPT). The officer will ensure that TB services align with Tanzania's MOH/NTLP policies and quality standards, while also strengthening the integration of TB services within HIV and primary healthcare platforms. Mentorship and supportive supervision will be provided to junior staff and facility teams to enhance their capacity and performance. The officer will monitor TB program performance through data review and performance monitoring, identifying gaps and recommending corrective actions. Additionally, the role involves preparing high-quality technical reports and disseminating best practices to support program improvement.

Required Qualifications:
Candidates must possess a strong knowledge of TB prevention, screening, diagnosis, treatment, and TB/HIV collaborative services. Leadership and team management skills are essential, along with the ability to engage stakeholders effectively. Proficiency in quality assurance and continuous quality improvement principles is required, as well as excellent verbal and written communication skills. The candidate should demonstrate cultural sensitivity and an understanding of the political and ethical issues related to TB services in Tanzania. Strong organizational and analytical skills are necessary for interpreting data and providing actionable recommendations for program improvement.

Educational Background:
A Medical Degree (MD) from a recognized institution is required for this position. A Master’s degree in public health (MPH) or an equivalent international qualification is considered an added advantage, enhancing the candidate's profile for this role.

Experience:
A minimum of six years of progressive experience in TB and TB/HIV programming is required, including prevention, diagnosis, and treatment, preferably within donor-funded public health programs. Candidates should have demonstrated experience in providing technical assistance and capacity strengthening to government health authorities and health facility teams. Experience in mentoring junior staff and analyzing TB program data to drive improvements is also essential.

Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position involves a typical office environment with some travel requirements of 10% - 25% for domestic travel to councils and health facility project sites. The role is full-time, and FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 68,000,000 - 90,000,000 for annual basic salary.
