Job Overview: The Senior Technical Officer, PMTCT is responsible for providing technical leadership and strategic oversight for the implementation, monitoring, and continuous improvement of Prevention of Mother-to-Child Transmission (PMTCT), HIV-Exposed Infants (HEI), pediatric HIV, and Cervical Cancer services. This role is crucial in supporting facilities to enhance the delivery of high-quality, evidence-based services aimed at eliminating mother-to-child transmission of HIV, syphilis, and hepatitis B for pregnant and breastfeeding women, infants, and children. The incumbent will collaborate closely with government counterparts, healthcare providers, implementing partners, and community stakeholders to ensure that all activities align with national guidelines and global best practices. This position requires a strong commitment to improving health outcomes for vulnerable populations and a proactive approach to addressing challenges in service delivery.
Duties and Responsibilities: The Senior Technical Officer will be tasked with several key responsibilities, including:
Providing strategic technical leadership and oversight for the planning, implementation, monitoring, and continuous improvement of PMTCT and Cervical Cancer Prevention (CECAP) interventions across supported regions.
Offering technical guidance and support to regional teams on the implementation of Triple Elimination interventions, ensuring adherence to national guidelines and standards.
Strengthening cervical cancer service delivery by providing technical assistance to regional staff and facilities, including screening quality and appropriate treatment referrals.
Enhancing referral and linkage systems across the PMTCT and cervical cancer continuum of care to minimize loss to follow-up.
Monitoring key PMTCT and CECAP indicators, ensuring timely tracking of targets, coverage, service quality, and outcomes.
Mentoring and coaching technical teams and healthcare workers through structured mentorship and performance improvement initiatives.
Collaborating with government authorities and stakeholders to coordinate PMTCT and CECAP activities.
Preparing technical reports, program updates, and documentation for various stakeholders.
Supporting the development and review of annual work plans and budgets to achieve project and national targets. 1
Reporting program achievements and challenges to senior management and stakeholders. 1
Performing other related duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a strong knowledge of PMTCT, Triple elimination (HIV, Syphilis, and hepatitis B), and cervical cancer prevention (CECAP), including relevant national service delivery guidelines and quality standards. They should demonstrate leadership, team management, collaboration, and stakeholder engagement skills. Excellent verbal, written, and interpersonal communication skills are essential, along with strong organizational and analytical abilities. Proficiency in Microsoft Office Suite is required, and candidates should be able to identify operational challenges and develop practical solutions.
Educational Background: A degree or advanced diploma in Medicine, Nursing, or another health-related field is required, along with current professional registration where applicable. A Master’s degree in public health (MPH) or an international equivalent is considered an added advantage.
Experience: Candidates should have a minimum of six (6) years of progressive experience in PMTCT, Pediatric HIV, Maternal and Child Health (MNCH), and/or HIV prevention, care, and treatment programs, preferably within donor-funded programs. Proven experience working with Ministry of Health, regional health management teams, and health facility teams is essential to achieve programmatic targets.
Languages: Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position requires a commitment to domestic travel, estimated at 50% - 75%, to councils and health facility project sites for technical assistance and stakeholder engagement. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary, with compensation determined by factors such as relevant experience and education.
