Job Overview:
The Senior Technical Officer (STO) for HIV Prevention and HIV Testing Services (HTS) plays a crucial role in providing technical leadership and support for the implementation of HIV prevention and testing interventions under the EpiC project in Tanzania. This position encompasses a wide range of responsibilities, including the implementation of HIV self-testing (HIVST), Social Network Strategy (SNS), and pre-exposure prophylaxis (PrEP). The STO is expected to work closely with various stakeholders, including the Ministry of Health, regional health management teams, and community organizations, to enhance service quality and coverage. The role also involves monitoring and evaluating program effectiveness, ensuring that interventions are aligned with national guidelines and global standards. The STO will be responsible for capacity strengthening, data utilization for program improvement, and providing technical guidance on key programmatic issues.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for a comprehensive set of duties, including but not limited to: supporting technical planning and implementation of HIV prevention and testing services; contributing to the design and execution of HIV prevention interventions; strengthening staff capacity to identify and link unreached HIV-positive clients to care; providing mentorship and disseminating guidelines; coordinating with regional teams for effective project implementation; conducting performance review meetings; ensuring quality assurance for HIV testing; integrating non-communicable disease (NCD) screening into HIV services; supporting routine monitoring and data collection; developing job aids and training materials; collaborating with stakeholders to strengthen service linkages; and participating in technical working groups and national guideline reviews.

Required Qualifications:
Candidates must possess strong knowledge of HIV prevention, HTS, HIVST, SNS, and PrEP services. Familiarity with Tanzania's Ministry of Health policies and donor reporting requirements is essential. The role requires experience in program implementation, quality improvement, and capacity strengthening, along with strong data analysis and performance monitoring skills. Excellent communication, stakeholder engagement, and organizational skills are also necessary, as well as proficiency in Microsoft Office applications and project monitoring systems.

Educational Background:
A degree in Medicine or Nursing, or a related field with relevant national registration is required. A Master’s degree in Public Health (MPH) or an international equivalent is considered an added advantage, enhancing the candidate's qualifications for this role.

Experience:
A minimum of 6 years of experience in HIV prevention, HIV Testing Services (HTS), or related public health programs is required. Candidates should have demonstrated experience in implementing HIV prevention interventions, working with the Ministry of Health, and providing technical assistance and mentorship to healthcare workers. Experience in program planning, monitoring, and data-driven decision-making is also essential, along with a proven track record of collaborating with various stakeholders to achieve program objectives.

Languages:
Fluency in English is mandatory, and proficiency in Swahili is highly desirable. Knowledge of additional languages may be considered an asset, enhancing communication with diverse communities.

Additional Notes:
This position involves a typical office environment with the expectation of 10% - 25% domestic travel to provide technical assistance and support. The role is full-time, and FHI 360 offers a competitive compensation package, with an expected salary range of TZS 68,000,000 - 90,000,000 annually.
