Job Overview:
The Senior Technical Advisor, Laboratory Services is responsible for providing technical expertise to enhance laboratory systems that support critical health services, particularly in the areas of HIV and tuberculosis (TB) diagnostics. This role is pivotal in implementing high-quality laboratory systems across Police and Prison health facilities as well as public-sector HIV care and treatment facilities in Tanzania. The Advisor will work closely with various stakeholders, including the Ministry of Health and other health programs, to ensure that laboratory services meet national standards and guidelines. The position requires a strong focus on improving laboratory quality, diagnostic capacity, and data utilization, as well as fostering continuous quality improvement in laboratory practices. The Advisor will also be involved in training and mentoring laboratory staff to enhance their skills and ensure adherence to best practices in laboratory management.

Duties and Responsibilities:
The Senior Technical Advisor will have a comprehensive set of responsibilities, including but not limited to: providing technical assistance for HIV and TB laboratory services across various health facilities; supporting the implementation of diagnostic algorithms and specimen management; enhancing facility readiness for laboratory service delivery; guiding the introduction of new laboratory technologies; strengthening laboratory quality management systems; conducting routine assessments and ensuring compliance with national standards; mentoring laboratory staff; supporting integrated service delivery for HIV and TB; developing training materials; reviewing laboratory data for accuracy and trends; preparing technical reports; monitoring laboratory supplies and equipment; and ensuring adherence to biosafety and infection control standards. The Advisor will also be responsible for promoting effective collaboration between laboratory teams and other health service providers to improve patient care and outcomes.

Required Qualifications:
Candidates must possess a strong knowledge of national laboratory systems and referral networks, practical expertise in laboratory quality management systems, and familiarity with ISO 15189 principles. They should have the ability to conduct laboratory assessments, identify gaps, and develop improvement plans. Knowledge of laboratory biosafety, waste management, and infection prevention is essential. Additionally, candidates should have a solid understanding of HIV testing services and laboratory information systems, as well as the ability to forecast laboratory needs and manage inventory effectively. Strong communication and interpersonal skills are also required to facilitate collaboration among various stakeholders.

Educational Background:
A Master’s degree in medical laboratory sciences, Biomedical Sciences, Clinical Laboratory Sciences, or a closely related field is required. A Master’s degree in public health or Laboratory Management is considered an added advantage, enhancing the candidate's qualifications for this role.

Experience:
Candidates should have a minimum of 6 years of progressively responsible experience in supporting national laboratory systems and networks. Experience working with NGOs, government entities, or private organizations is preferred. Familiarity with project management, including workplans, budgets, and donor reporting, is also essential. Candidates must be registered and licensed with the appropriate professional regulatory body in Tanzania, where applicable, and should have experience with molecular testing platforms and laboratory compliance.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Swahili is advantageous, as it may facilitate better communication with local stakeholders and health facility staff.

Additional Notes:
This position is full-time and may require domestic travel of 10% to 25% to various health facility project sites for technical assistance and supervision. The expected salary range for this role is between TZS 90,000,000 and TZS 130,000,000 annually, depending on the candidate's experience and qualifications.
