Job Overview:
The position of Local Consultant is critical in supporting the Government of Tanzania's implementation of the National Plan of Action to End Violence Against Women and Children (NPA-VAWC II). This consultancy aims to conduct an in-depth mapping exercise to identify the various development partners' interventions in relation to the NPA-VAWC II. The consultant will analyze ongoing and planned interventions across eight thematic areas, focusing on coordination, identifying gaps, overlaps, and opportunities for joint programming. The consultant will also develop a tool for partner mapping that can be regularly updated, providing practical recommendations for future strategic planning and resource allocation. This role requires a deep understanding of gender equality and women's empowerment issues, as well as the ability to engage with various stakeholders to enhance the effectiveness of the NPA-VAWC II implementation.

Duties and Responsibilities:
The consultant will be responsible for mapping support across the eight thematic areas of the NPA-VAWC II, which include:

• Household Economic Strengthening: Mapping economic empowerment programs and livelihood initiatives.
• Norms and Values: Identifying campaigns and community mobilization efforts to address harmful norms.
• Safe Environments: Assessing interventions aimed at making public and digital spaces safe for women and children.
• Parenting and Family Support: Evaluating programs that promote nonviolent discipline and positive parenting.
• Implementation of Laws: Supporting legislative reform and legal framework implementation.
• Response and Support Services: Mapping services such as one-stop centers and social welfare support.
• Safe Schools and Life Skills: Identifying violence prevention initiatives in educational settings.
• Coordination, Monitoring, and Evaluation: Supporting national and local coordination structures and data systems. The consultant will also conduct financial and temporal analysis to capture budget allocations and project durations, identifying funding gaps and sustainability risks. Deliverables include a comprehensive final report, a searchable partner matrix, and a detailed inception report with methodology and tools.

Required Qualifications:
Candidates must possess an advanced degree in Gender Studies, Development Economics, Social Sciences, or Statistics. They should have a minimum of five years of experience in the gender sector in Tanzania, with a proven track record in donor coordination or landscape mapping. Knowledge of gender equality and women's empowerment, community development, and social welfare issues is essential. The consultant should have an in-depth understanding of national and sub-national gender equality coordination structures and experience working with government institutions. A good understanding of contemporary issues and strategies to promote gender equality through multi-sectoral responses is also required.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as Gender Studies, Development Economics, Social Sciences, or Statistics. This educational foundation is crucial for understanding the complexities of gender issues and the socio-economic factors that influence women's empowerment and gender equality.

Experience:
The position requires a minimum of five years of relevant experience in the gender sector within Tanzania. Candidates should have a proven track record in donor coordination or landscape mapping, demonstrating their ability to navigate complex stakeholder environments and contribute to effective program implementation.

Languages:
Fluency in English and Swahili is mandatory for this position. Excellent command of both languages is essential for effective communication with stakeholders and for the preparation of reports and documentation. Additional language skills may be considered an asset but are not required.

Additional Notes:
The consultancy is expected to last for thirty (30) working days over a period of three months, from September to November. The work will primarily be home-based, with travel required to four selected sample regions for validation exercises. The consultant will be compensated according to the UNFPA individual consultant payment guidelines, with payments structured in two phases: 40% upon approval of the inception report and 60% upon submission of the final report.
