National Consultant to Provide Technical Expertise and Support to the Ministry of Health

Job Overview:
The consultancy aims to provide technical expertise and support to the Ministry of Health (MoH) in Jordan for the development of a Unified Institutional Culture, Ethics, and Integrity Framework. This framework will adapt existing national legislation, WHO guidance, and ISO standards into an operational structure. The consultant will analyze, review, and draft necessary documents while identifying and addressing any gaps that emerge during the contract. The overarching goal is to promote workplace integrity, safety, and ethical conduct within the MoH, fostering a culture of accountability and respect. The consultant will engage in a multi-phase roadmap that emphasizes proactive engagement, comprehensive training, and sustained leadership support to create a resilient system capable of addressing workplace challenges effectively.

Duties and Responsibilities:
The consultant will perform four core activities: 1) Conduct a comprehensive gap analysis of national anti-corruption and integrity legislation and draft a Whistleblower and Witness Protection Policy along with SOPs. 2) Review the Open Door Policy for discrepancies with ISO standards and draft revisions. 3) Develop a Unified Institutional Culture, Values, and Codes of Conduct Framework by reconciling existing codes and drafting a unified structure that integrates institutional values and ethical standards. 4) Assist in the development of various operational guidelines, frameworks, and training plans to ensure the effective implementation of the new policies and frameworks. The consultant will also conduct structured desk reviews, key informant interviews, and validation workshops to ensure the clarity and feasibility of the drafted policies.

Required Qualifications:
Candidates must possess a first university degree in Law, Public Administration, Health Policy, or a related field. They should have a minimum of 5 years of relevant experience at the national level in developing international protection policies and programs. Strong report-writing skills, interpersonal skills, legal analysis, and procedural drafting skills are essential. Experience in facilitating co-design and validation processes with government ministries is also required.

Educational Background:
The position requires a first university degree in Law, Public Administration, Health Policy, or a related field. This educational background is crucial for understanding the legal and administrative frameworks relevant to the consultancy's objectives.

Experience:
The consultant should have at least 5 years of relevant experience at the national level, specifically in the development of international protection policies and programs. This experience should include working with government entities and understanding the complexities of public health policy.

Languages:
Expert level proficiency in both English and Arabic is mandatory for this position. This bilingual requirement is essential for effective communication and collaboration with stakeholders in Jordan.

• The consultant will be required to provide a medical certificate of fitness for work. While travel is not expected, field visits within Jordan may be necessary. All travel arrangements will be managed by WHO, and the consultant will receive a subsistence allowance during missions. The consultant is responsible for fulfilling visa requirements and may request visa support letters if needed.
