Job Overview: The Programme Specialist for Gender Responsive Governance and Women’s Leadership at UN Women is responsible for planning, implementing, and managing interventions under their portfolio. This role involves overseeing a team of six staff members and collaborating closely with various stakeholders, including government officials, donors, and civil society organizations. The Programme Specialist will design and develop program strategies, manage the implementation of gender-responsive governance initiatives, and provide technical assistance and capacity development to project partners. The position requires a strong understanding of gender mainstreaming, women's leadership, and political participation, as well as the ability to synthesize program performance data and produce analytical reports. The Programme Specialist will also contribute to inter-agency coordination efforts and support advocacy, knowledge building, and communication initiatives related to gender-responsive governance and women's leadership.
Duties and Responsibilities:
Design and develop program strategies in the area of Gender Responsive Governance and Women’s Leadership, including drafting proposals and identifying areas for support.
Manage the implementation of the Gender Responsive Governance and Women’s Leadership program, including finalizing work plans and budgets, overseeing technical implementation, and managing partner reports.
Provide technical assistance and capacity development to project partners, identifying needs and coordinating training initiatives.
Monitor and report on program implementation and finances, writing quarterly and donor reports.
Manage people and financial resources, supervising staff and overseeing recruitment processes.
Build partnerships and develop resource mobilization strategies, analyzing donor opportunities.
Contribute to inter-agency coordination on gender issues, ensuring alignment with other efforts in the country.
Manage advocacy and communication efforts, supporting policy dialogue and developing knowledge management strategies.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates should have at least five years of progressively responsible work experience in the design, planning, implementation, monitoring, and evaluation of development projects focused on gender equality and women's empowerment. Demonstrated technical experience in gender-responsive governance and women's leadership is required, along with experience in leading and coaching staff and coordinating with government agencies and donors.
Educational Background: A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.
Experience: Candidates should have a minimum of five years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects in the field of gender equality and women's empowerment. This includes demonstrated technical experience in gender-responsive governance and women's leadership, as well as experience in leading and coaching staff and coordinating with senior-level government agencies and donors. Familiarity with office software packages and web-based management systems is also required, while experience working within the UN System is desirable.
Languages: Fluency in both English and Arabic is required for this position. This bilingual proficiency is essential for effective communication and collaboration with various stakeholders, including government officials, civil society organizations, and international partners.
