Job Overview: As an Evaluation Officer at UNICEF, you will be responsible for the effective implementation of evaluations as outlined in the Country Programme’s Costed Evaluation Plan. Your role is crucial in achieving key results by providing professional expertise in evaluation. You will support communication and partnerships, as well as design and implement capacity development activities aimed at strengthening evaluation capacity at national and sub-national levels. Additionally, you will coordinate knowledge management within the office, promoting good practices in evaluation use and fostering an evaluation culture. You will report to the Chief of Planning, Monitoring and Evaluation, while also collaborating closely with the MENARO Multi-Country Evaluation Specialist for quality assurance and technical support. Your responsibilities will include managing the planning, design, implementation, and follow-up of evaluation activities, ensuring high-quality evaluations that adhere to UNICEF’s Evaluation Policy and recognized professional standards.
Duties and Responsibilities:
Evaluation Planning, Management, and Implementation: Oversee the planning and execution of evaluations, ensuring alignment with UNICEF’s policies and standards.
Evaluation Design and Implementation: Develop evaluation frameworks and methodologies that are contextually relevant and effective.
Evaluation Use: Facilitate the use of evaluation findings to inform decision-making and program improvement.
Coordination and Networking: Engage with national and international stakeholders to enhance evaluation practices and foster collaboration.
Evaluation Capacity Development: Design and implement training and capacity-building initiatives to strengthen evaluation skills among national partners.
Knowledge Management: Promote the sharing of evaluation findings and best practices within the organization and with external partners.
Required Qualifications: To qualify for this position, candidates must possess a Bachelor’s degree or equivalent in fields such as humanities, social sciences, development economics, statistics, public administration, performance management, monitoring and evaluation, or related areas. A degree or certification in Evaluation is a significant advantage. Candidates should have a minimum of 2 years of professional experience in supporting or implementing equity-focused evaluations and managing evaluation functions at national or international levels, adhering to UNICEF and UNEG norms and standards. Technical knowledge in program evaluation, evaluation design, data analysis, and reporting is essential, along with strong analytical skills and the ability to synthesize qualitative and quantitative data effectively.
Educational Background: Candidates must have at least a Bachelor’s degree or equivalent in relevant fields such as humanities, social sciences, development economics, statistics, public administration, performance management, monitoring and evaluation, or related disciplines. Additional qualifications in Evaluation are highly desirable and can enhance a candidate's profile.
Experience: The position requires a minimum of 2 years of relevant professional experience in supporting or implementing evaluations, particularly those focused on equity. Experience in managing evaluations and a strong understanding of evaluation methodologies and practices are essential. Candidates should also have experience working in development contexts, particularly in fragile or humanitarian settings, which is considered an asset.
Languages: Fluency in both English and Arabic is required for this position. Knowledge of another official UN language (such as Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration with diverse stakeholders.
