Job Overview: The consultancy aims to strengthen national capacities to integrate health considerations across public policies through the Health in All Policies (HiAPs) approach and the Health Impact Assessment (HIA) process. The HiAPs approach is a comprehensive government strategy that systematically evaluates the health implications of decisions across various sectors to enhance population health and equity. The HIA process serves as a practical mechanism for assessing and anticipating the potential health effects of proposed policies, plans, and projects. WHO Jordan is establishing a Training of Trainers (ToT) program to build a pool of national experts capable of cascading HiAP and HIA training within the Ministry of Health (MoH) and other relevant sectors. The program will be designed and delivered based on WHO's "Health in All Policies – Training Manual" (2015), supplemented by selected international HIA guides tailored to the Jordanian context. The selected consultants will collaborate as a team of trainers, ensuring continuity in theoretical, methodological, and pedagogical expertise throughout the program.
Duties and Responsibilities: The consultant will be responsible for developing a modular HiAP/HIA training curriculum consisting of approximately five modules aligned with WHO’s Health in All Policies: Training Manual (2015). They will create comprehensive training materials, including presentations, exercises, facilitator notes, and evaluation tools. The consultant will also deliver a Training of Trainers (ToT) program to national participants from health and non-health sectors, incorporating both online and in-person formats. This will involve facilitating theoretical and practical sessions, interactive group work, and HIA application exercises. The consultant will prepare to deliver and disseminate the Health Impact Assessment (HIA) process as part of training initiatives aimed at professionals in various sectors. Additionally, the consultant will be responsible for providing a final report of the training, including an evaluation and a roadmap for institutionalizing HiAPs and HIA capacity in Jordan.
Required Qualifications: The position requires a minimum of a first university degree for the lower end of the range and an advanced university degree for the mid and high end of the range in Public Health, health-related disciplines, or other relevant areas. Essential qualifications include a minimum of 5 years of experience in health promotion, determinants of health, and community engagement. Experience with digital learning platforms and tools for online training delivery is also essential. Desirable qualifications include experience working with UN agencies, WHO, or other international health organizations, a proven track record in establishing or strengthening sentinel surveillance systems, and experience in training healthcare workers and developing surveillance protocols or guidelines.
Educational Background: Candidates must possess at least a first university degree in a relevant field, with an advanced degree preferred. The educational background should be in Public Health, health-related disciplines, or other relevant areas that align with the responsibilities of the consultancy.
Experience: The position requires a minimum of 5 years of relevant experience in health promotion, determinants of health, and community engagement. Candidates should have experience with digital learning platforms and tools for online training delivery. Desirable experience includes working with UN agencies or international health organizations and a proven track record in training healthcare workers and developing surveillance protocols.
Languages: Expert level proficiency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

The selected consultant will need to provide a medical certificate of fitness for work. Travel to Amman, Jordan, is expected for the delivery of one module, with all travel arrangements made by WHO. The consultant will receive a subsistence allowance while on mission. It is the consultant's responsibility to fulfill visa requirements and request visa support letters if needed.
