Job Overview:
The Programme Policy Officer (EPR & URT) position at WFP is crucial for supporting policy and program activities that effectively address food assistance needs in Myanmar. The incumbent will be responsible for the overall management of the Unconditional Resource Transfers (URT) and Emergency Preparedness and Response (EPR) activities. This role involves strategic planning for food and cash distributions, responding to emergencies, and leading a dedicated team. The officer will collaborate closely with various operational support teams to ensure excellence in program delivery and will engage with external stakeholders to coordinate efforts and advocate for resources. The position requires a proactive approach to managing program activities, ensuring integration of cross-cutting issues such as nutrition and gender, and maintaining strong partnerships with NGOs and donors. The successful candidate will play a pivotal role in enhancing WFP's impact on vulnerable populations in Myanmar.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include:

• Overall management of URT and EPR activities, including strategic planning for monthly distributions.
• Leading the URT/EPR team and coordinating with finance, supply chain, and programming teams.
• Preparing for and responding to emergencies effectively.
• Collaborating with the Vulnerability Analysis and Mapping (VAM) team to prioritize vulnerable groups.
• Ensuring an integrated program approach across various activities such as emergency school meals and nutrition.
• Acting as the focal point for operational access-related issues and initiatives.
• Integrating cross-cutting issues into program planning and execution.
• Coordinating with key forums and operational platforms for effective program delivery.
• Contributing to internal and external planning and reporting exercises. 1
• Building and maintaining relationships with donors and advocating for resource allocation. 1
• Developing funding proposals and concept notes as needed. 1
• Managing the activity budget and monitoring expenditures. 1
• Performing any other duties as required by the supervisor.

Required Qualifications:
Candidates must possess an advanced university degree in international relations, political or economic science, business administration, or a related field. Alternatively, a first university degree with two additional years of relevant work experience is acceptable. The role requires at least three years of postgraduate professional experience in program implementation and project management, preferably within the humanitarian sector. Proven capabilities in team leadership and partnership building are also essential for this position.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as international relations, political or economic science, or business administration. Candidates with a first university degree and additional work experience in related areas may also be considered. This educational foundation is crucial for understanding the complexities of humanitarian work and program management.

Experience:
The position requires a minimum of three years of postgraduate professional experience in program implementation and project management. Experience in humanitarian and emergency response operations, particularly in Myanmar or similar contexts, is highly desirable. Candidates should demonstrate proven leadership capabilities and experience in building partnerships within the humanitarian sector.

Languages:
Fluency in both oral and written English and Burmese is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
This position is classified as a Fixed Term contract at the NO-B grade level, with a duration of 12 months. The duty station is Yangon, although the incumbent will be based in Naypyitaw until early January 202
