Job Overview: The HR Specialist position at UNOPS Myanmar is a mid-level role responsible for ensuring the effective management and implementation of HR policies and procedures across the Myanmar Operations Centre (MMOC). The HR Specialist will report directly to the Head of Support Services and will supervise the HR Unit, which serves over 400 personnel. This role involves providing strategic guidance on HR policies, managing recruitment and contract administration, and supporting personnel development initiatives. The HR Specialist will also collaborate closely with stakeholders in the Regional Office and HQ to align HR services with client needs, ensuring a consistent application of UNOPS HR policies and practices. The position is based in Yangon, Myanmar, but may initially require temporary relocation to Bangkok, Thailand, pending visa approval.
Duties and Responsibilities:
Policy Development and Implementation Support: Contribute to HR policy development by providing insights on workforce trends and best practices. Lead the implementation of corporate HR strategies and initiatives, ensuring alignment with organizational goals. Communicate changes in HR policies to management and personnel, offering guidance as needed.
HR Advice: Provide strategic guidance on HR policies, assess HR needs, and deliver consultative support to management. Design and deliver HR services that enhance the experience of personnel and partners. Collaborate with corporate HR teams to mediate on sensitive personnel issues.
Talent Acquisition and Management: Oversee talent acquisition processes, including recruitment, onboarding, and performance management. Coordinate contract administration and ensure smooth engagement with partners. Identify critical talent needs and develop plans to attract and retain key talent.
Team Management: Manage the HR team to ensure effective delivery of HR services across assigned geographic areas.
Knowledge Building and Sharing: Facilitate training sessions on HR topics and contribute to knowledge-sharing initiatives.
Required Qualifications: The ideal candidate must possess a Bachelor's degree (or equivalent) in any discipline with at least 7 years of relevant experience, or a Master's degree (or equivalent) with a minimum of 5 years of relevant experience. A globally or nationally recognized professional certificate in Human Resource Management (HRM) is desired. Candidates should have experience in recruitment, HR contract administration, employee relations, and organization design. Proficiency in collaboration and productivity tools, as well as experience in development or humanitarian contexts, is required. Experience in multicultural environments or UN system organizations is preferred.
Educational Background: Candidates must have a Bachelor's degree or equivalent in any discipline. A Master's degree or equivalent is preferred. Additionally, a professional certification in Human Resource Management is desired to enhance the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 7 years of relevant experience with a Bachelor's degree or 5 years with a Master's degree. Relevant experience includes work in recruitment, HR contract administration, employee relations, and organization design. Experience in development or humanitarian contexts is essential, and familiarity with multicultural environments or UN organizations is preferred.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: The position is classified as mid-level and is a full-time role under an open-ended contract, subject to organizational requirements and availability of funds. The successful candidate will be expected to relocate to Myanmar once the visa is obtained, which may take a minimum of 2 months.
