Job Overview: The Programme Management Office (PRMO) Senior Officer position is a mid-level role within the Asia Regional Health Cluster (ARHC) of UNOPS, based in Yangon, Myanmar. The primary function of this role is to oversee and enhance the internal control systems of Sub-recipients and Implementation Partners involved in health programs funded by the Global Fund. The Senior Officer will ensure compliance with UNOPS financial regulations and donor requirements, thereby safeguarding the integrity of donor funds. Duties and Responsibilities: The duties and responsibilities of the Programme Management Office Senior Officer include:
Compliance and Assurance: Prepare and implement an annual compliance and capacity building work plan. Assess the financial management capacities of newly appointed Sub-recipients and Implementation Partners before disbursements. Document and evaluate systems and controls to ensure compliance with rules and regulations. Monitor risks related to internal control systems and propose improvements.
Knowledge Building: Develop capacity building plans for Sub-recipients and Implementation Partners, organize training sessions, and facilitate workshops on financial management best practices. Assist in refining financial management manuals and standard operating procedures.
Financial Management: Conduct independent verifications of expenditures, perform field monitoring visits, and ensure compliance with operational procedures. Provide guidance to the ARHC Finance Team on compliance issues.
Reporting: Prepare regular reports on financial management and compliance matters for the Programme Director and Programme Team. Follow up on audit findings and ensure timely resolution of issues.
Collaboration: Work closely with various stakeholders, including local and international NGOs, to enhance financial management practices and ensure effective implementation of health programs.
Required Qualifications: The required qualifications for the Programme Management Office Senior Officer position include:
A Master’s degree in accounting, finance, audit, or a related field. Alternatively, a Bachelor’s degree in the same fields combined with an additional two years of relevant experience may be accepted.
Certification as a Certified Public Accountant (CPA) is considered an asset.
A minimum of two years of professional-level experience in project accounting and financial statement preparation within an international organization.
Proficiency in MS Office or Google Suite is required, while knowledge of UNOPS financial rules and regulations is desirable. Experience with ERP systems and financial management electronic systems is also preferred.
Educational Background: The educational background required for this position includes a Master’s degree in accounting, finance, audit, or a related field. Candidates with a Bachelor’s degree in these areas, along with two additional years of relevant experience, may also be considered. A certification as a Certified Public Accountant (CPA) is a desirable qualification that can enhance a candidate's profile.
Experience: Candidates must have a minimum of two years of professional-level experience in project accounting and the preparation of financial statements, preferably within an international organization. Experience with financial management systems and tools, as well as familiarity with UNOPS operations, is highly advantageous. Languages: Fluency in English and Burmese is required for this position.
