Job Overview: The Programme Management Office (PRMO) - Senior Officer position is crucial for managing the financial planning, budgeting, and reporting for Global Fund health grants. This role ensures the transparent and effective use of donor funds, which is vital for the success of health programs in Myanmar. The Senior Officer will work under the supervision of the Head of Programme Management Office and the Finance Specialist, supporting one or more grants as part of the Programme Support Unit. The position requires a strong understanding of financial management principles and practices, as well as the ability to adapt processes and procedures to align with UNOPS Financial Rules and Regulations. The Senior Officer will also play a key role in enhancing financial reporting and budget management, ensuring compliance with established guidelines and best practices.
Duties and Responsibilities: The Senior Officer will be responsible for implementing operational strategies and procedures, ensuring that changes in UNOPS operational strategies are effectively executed at the fund level. Key duties include participating in financial planning and budgeting exercises, preparing financial statements and reports, monitoring financial exception reports, and ensuring proper financial closure of completed projects. The role also involves managing project cash, ensuring timely accounting and reconciliation of transactions, and maintaining quality control of accounts. The Senior Officer will facilitate training and knowledge sharing initiatives related to finance, contribute to financial management knowledge networks, and oversee team performance to ensure compliance with policies and best practices. The role requires a minimum of two years of professional-level experience in accounting, specifically in project accounting and financial statement preparation within an international organization. Knowledge of UNOPS financial rules and regulations, as well as experience with ERP systems (particularly Agresso) and MS Office, is desired. Educational Background: The educational background required for this position includes a Master’s degree in a finance-related field.
