Job Overview:
The Programme Manager position is pivotal in driving the successful delivery of Global Fund-supported health programs in Myanmar. This role encompasses strategic program leadership, effective stakeholder coordination, and performance oversight to ensure results-driven implementation. The Programme Manager will oversee the entire program lifecycle, from planning and implementation to monitoring and reporting, ensuring compliance with UNOPS policies and Global Fund requirements. The position requires a strong focus on achieving program objectives within approved scope, time, budget, and quality parameters. The Programme Manager will coordinate multidisciplinary teams and key stakeholders, including National Programmes and Sub-Recipients, to promote evidence-based decision-making and continuous improvement in program performance. This role is essential for enhancing institutional capacity and ensuring the sustainability and accountability of program results.

Duties and Responsibilities:
The Programme Manager will be responsible for a comprehensive set of duties, including:

• Programme Delivery and Performance: Leading the planning, implementation, coordination, and monitoring of assigned program portfolios, ensuring alignment with approved Grant Agreements and national strategic priorities.
• Financial, Grant, and Procurement Management: Supporting effective financial and grant management throughout the program lifecycle, including annual planning, budgeting, and monitoring expenditures.
• Stakeholder Engagement and Partnership Management: Developing and maintaining strong partnerships with National Programmes, Ministry of Health, Global Fund Country Teams, and other stakeholders to foster a cohesive public health strategy.
• Programme Monitoring, Reporting, and Quality Assurance: Ensuring effective monitoring of program performance against agreed indicators and compliance with donor requirements.
• Technical Leadership and Capacity Development: Providing technical guidance to strengthen program implementation and identifying capacity gaps for appropriate initiatives.
• Digitization, Data Governance, and Analytics: Supporting the development and improvement of digital tools for program monitoring and reporting.
• Personnel Management: Supervising Programme Officers and other personnel, managing performance and fostering a collaborative working environment.
• Knowledge Management and Continuous Improvement: Documenting lessons learned and contributing to organizational knowledge-sharing initiatives.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent) in Medical & Health Sciences, public health, epidemiology, health economics, health management, health social science, social science, or a related discipline, along with a minimum of 5 years of relevant experience. Alternatively, a Bachelor’s degree in the aforementioned fields combined with an additional two years of relevant experience may be accepted in lieu of a Master’s degree. The role requires proficiency in project management tools and experience in managing complex projects in a multi-stakeholder context.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Medical & Health Sciences, public health, epidemiology, health economics, health management, or social sciences. A Bachelor’s degree in these areas may be considered if accompanied by additional relevant experience. This educational foundation is crucial for understanding the complexities of health program management and implementation.

Experience:
The position requires a minimum of 5 years of relevant experience in implementing complex projects or programs, particularly in public health or related areas. Candidates should have experience in program planning, implementation, and reporting, as well as managing programs in a multi-stakeholder context. Familiarity with project management tools for tracking deliverables and resource allocation is essential. Desired experience includes working in multicultural environments or UN system organizations, particularly in developing countries, and familiarity with data visualization tools such as Power BI or Tableau.

Languages:
Fluency in English and Burmese is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of health programs in Myanmar.

The position is classified as mid-level with an ICS level of 10 and is offered under an ICA - LICA - Specialist - Regular contract type.
