Job Overview: The Resource Planning and Administration (RPA) Senior Specialist position is pivotal in providing technical leadership for corporate, people, financial, and administrative management within the Country Department Caribbean Group (CCB). This role is designed for a strategic and solutions-oriented individual who can translate institutional priorities into integrated resource strategies. The RPA Senior Specialist will work closely with the CCB Manager and Management Team, serving as a trusted advisor while leading the RPA function across CCB. The position requires a focus on enhancing performance, resilience, accountability, and service delivery across the Front Office and Country Offices. The specialist will be responsible for developing options, assessing risks, and translating decisions into actionable plans that align with institutional priorities, thereby ensuring effective governance and operational efficiency.
Duties and Responsibilities: The duties and responsibilities of the RPA Senior Specialist include advising CCB leadership on various organizational matters, developing integrated business and operational plans, and leading RPA teams across the Front Office and Country Offices. The specialist will establish clear standards and service expectations, oversee workforce planning, recruitment, onboarding, performance management, and advise on organizational design and staffing scenarios. Additionally, the role involves directing budget formulation, allocation, and reporting, providing timely analysis and recommendations to optimize resources. The specialist will also oversee procurement processes, ensure compliance, and improve operational efficiency. Other responsibilities include managing travel, facilities, security" style="border-bottom: 1px dotted #007bff !important;">security, and crisis management, leading continuous improvement initiatives, and representing CCB in various forums and working groups.
Required Qualifications: Candidates must possess advanced knowledge in resource planning and administration, internal controls, business and workforce planning, and risk management. The role requires strong analytical skills and the ability to utilize data and digital tools to support decision-making. Experience in advising senior management and leading complex initiatives is essential, along with the ability to operate autonomously in a multi-cultural environment. Knowledge of IDB Group policies and systems is highly desirable, as is experience in organizational change and general administration.
Educational Background: A Master’s degree in Business Administration, Financial Management, Accounting, Human Resources, Operations Management, Public Administration, or a related field is required for this position. This educational background is crucial for understanding the complexities of the responsibilities associated with the role and for effectively leading the RPA function.
Experience: The ideal candidate should have at least five years of experience in relevant fields such as human resources, workforce planning, budgeting, financial management, procurement, and contract management. Preferably, candidates should have seven years of experience, demonstrating a strong track record in advising senior management and leading multi-stakeholder initiatives. Experience in a multi-cultural environment is highly desirable, as it aligns with the IDB Group's operational context.
Languages: Proficiency in both Spanish and English, spoken and written, is mandatory for this position. Additionally, knowledge of French and Portuguese is considered a plus, enhancing the candidate's ability to communicate effectively within the diverse linguistic landscape of the IDB Group's operations.
Additional Notes: The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
