Job Overview:
The Regional Humanitarian Access and Safety Adviser position is a critical role within NRC, focusing on developing, evaluating, and monitoring the organization's regional security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management approach. This position is essential for ensuring that NRC can deliver a safe and principled humanitarian response across Latin America. The adviser will face challenges such as security and access constraints that hinder humanitarian operations, including conflict, violence, environmental challenges, and bureaucratic obstacles. The role requires a proactive approach to security risk management, capacity building for HAS colleagues, and operationalizing Duty of Care and humanitarian access strategies. The adviser will work closely with regional management to ensure that security measures are in place and that the organization adheres to global standards in humanitarian action.

Duties and Responsibilities:
The duties and responsibilities of the Regional Humanitarian Access and Safety Adviser include promoting a culture of safety and principled humanitarian response, ensuring quality recruitment and capacity building for HAS staff, maintaining a comprehensive understanding of the regional context, and providing technical reviews of HAS management documents. The adviser will also collaborate with various stakeholders to uphold Duty of Care standards, develop and implement access strategies, and ensure compliance with NRC's security protocols. Additionally, the adviser will be responsible for briefing regional management on key security developments and emerging threats, as well as supporting the operational leadership of country offices in the region.

Required Qualifications:
Candidates for this position must possess a minimum of five years of managerial experience in a humanitarian or recovery context. They should have advanced knowledge of humanitarian principles, NGO safety and risk management, and civil-military coordination. A strong understanding of the application of Humanitarian Principles in programmatic and advocacy responses is essential. Previous experience in complex and volatile contexts, documented results related to the position's responsibilities, and knowledge of leadership skills are also required. A valid driver's license is necessary, and prior work experience at the country level, particularly in program implementation, is a plus. Experience or qualifications in humanitarian access and negotiations, as well as risk management for implementing partners, are highly desirable.

Educational Background:
The educational background required for this position includes a relevant degree in a field related to humanitarian work, security management, or a similar discipline. Advanced degrees or specialized training in humanitarian access, safety, or risk management may be advantageous. Candidates should demonstrate a commitment to continuous learning and professional development in the humanitarian sector.

Experience:
The position requires candidates to have at least five years of relevant experience working in managerial roles within humanitarian or recovery contexts. Experience in complex and volatile environments is crucial, as is a proven track record of successfully managing security risks and implementing humanitarian access strategies. Prior experience in training and capacity building for staff in similar roles is also beneficial.

Languages:
Fluency in both English and Spanish, both written and verbal, is mandatory for this position. Working proficiency in French is considered an asset, as it may enhance communication and collaboration within the region and with international partners.
