Job Overview:
The Debt Service & Treasury Operations Senior Associate position is crucial for managing and overseeing debt service activities related to various financial instruments such as bonds, swaps, and other capital market transactions. The role requires a detail-oriented and analytical individual who can ensure the accurate and timely processing of coupon, principal, and derivative payments. The Senior Associate will be responsible for monitoring payment forecasts, validating settlement instructions, and coordinating payment confirmations with various stakeholders including counterparties, paying agents, and custodians. This position is part of the Cash Management and Settlements (CMS) team within the Finance Department, which is tasked with managing the settlement and cash management activities associated with the Bank’s funding, investment, and derivative operations. The successful candidate will support the execution of Straight Through Processing (STP) transactions through treasury management systems and SWIFT infrastructure, ensuring operational integrity and compliance with internal procedures and risk management standards.

Duties and Responsibilities:
The Senior Associate will have a comprehensive set of responsibilities, including but not limited to: monitoring and managing debt service obligations such as bond coupons, principal repayments, discount notes, swaps, and swaptions; reviewing and validating debt service forecasts, payment schedules, and settlement requirements; executing and monitoring Straight Through Processing (STP) transactions through treasury management systems; preparing, verifying, and releasing payment instructions via SWIFT and other settlement networks; coordinating with counterparties, paying agents, custodians, and correspondent banks to confirm payment amounts and settlement instructions; performing cash flow reconciliations and investigating any settlement breaks, payment discrepancies, and operational issues; managing confirmations and settlements for SOFR-linked and other floating-rate debt and derivative transactions; maintaining operational controls, supporting documentation, and audit trails to ensure compliance with internal procedures and risk management standards; supporting funding and liquidity management activities related to the Bank’s capital markets and treasury operations; and identifying opportunities to enhance operational efficiency, strengthen controls, and increase automation across debt service and settlement processes.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Economics, Accounting, Business Administration, Mathematics, Engineering, or other fields relevant to treasury operations and capital markets. Additionally, applicants should have at least 3 years of progressive experience in treasury operations, debt service, capital markets, financial settlements, cash management, banking operations, or related financial functions. Proficiency in both Spanish and English, spoken and written, is required, while additional knowledge of French and Portuguese is considered a plus.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Finance, Economics, Accounting, Business Administration, Mathematics, Engineering, or other areas pertinent to treasury operations and capital markets. This advanced education is essential to equip the candidate with the necessary analytical and operational skills required for the role.

Experience:
The position requires a minimum of 3 years of progressive experience in areas such as treasury operations, debt service, capital markets, financial settlements, cash management, or banking operations. This experience should demonstrate a solid understanding of financial instruments and the operational processes involved in managing debt service and treasury activities.

Languages:
Proficiency in Spanish and English is mandatory for this position, both spoken and written. Additionally, knowledge of French and Portuguese is advantageous and may enhance the candidate's profile.

Additional Notes:
The position is a national staff contract with an initial duration of 36 months, which is renewable upon mutual agreement.
