Job Overview:
The Supply Chain Officer position is crucial for managing supply chain activities within the IOM's Country Office in Bogota, Colombia. The officer will work under the overall supervision of the Chief of Mission and the direct supervision of the Resources Management Officer. The role involves close collaboration with the Regional Office for America and The Caribbean in Panama and coordination with the Supply Chain Division at Headquarters. The primary responsibility is to ensure the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. The officer will contribute to strategic planning for supply chain activities, conduct logistics capacity assessments, and market research to inform decision-makers about local market trends. The position requires monitoring all supply chain-related tasks, including planning, budgeting, and procurement, while preparing regular reports and providing support and training to relevant staff. The officer will also identify bottlenecks in the supply chain and propose optimizations to ensure efficient service delivery.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a comprehensive set of duties, including:

• Contributing to the strategic planning of supply chain activities in collaboration with stakeholders.
• Conducting logistics capacity assessments and market research to inform decision-making.
• Coordinating and monitoring all supply chain management tasks, including planning, budgeting, and provision of goods and services.
• Preparing regular progress reports and statistical information.
• Managing supply chain activities, including procurement, warehouse management, transport, and distribution.
• Identifying supply chain bottlenecks and proposing process optimizations.
• Reviewing procurement requests and evaluating vendor performance.
• Overseeing the bidding process and ensuring compliance with procurement rules.
• Ensuring timely submission of reports to relevant parties. 1
• Establishing internal control mechanisms for the supply chain process. 1
• Supporting the maintenance and repair of office facilities. 1
• Providing training and guidance to SCM staff. 1
• Participating in UN inter-agency meetings related to supply chain management.

Required Qualifications:
Candidates must possess a Master's degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor's degree in the same fields with four years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as proficiency in Oracle systems. Strong judgment, analytical skills, and the ability to make rapid decisions to resolve operational issues are essential. Candidates should demonstrate leadership, management, and coordination capabilities, along with sound communication and interpersonal skills.

Educational Background:
The educational background required for this position includes a Master's degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Alternatively, a Bachelor's degree in the same fields is acceptable, provided the candidate has four years of relevant professional experience.

Experience:
Candidates should have experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is essential. The role requires a proven track record of effectively handling supply chain activities and ensuring compliance with organizational standards.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. All IOM staff members must be fluent in one of the IOM's official languages. Working knowledge of another official UN language (Arabic, Chinese, French, or Russian) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

The position is internationally recruited, and staff are required to be mobile.
