Job Overview: The National Consultant on Gender-Responsive Green Skills and Capacity Development will play a pivotal role in supporting UN Women's initiatives aimed at addressing energy poverty through gender-responsive approaches. This position involves leading the design, preparation, and delivery of a capacity development program focused on enhancing women's skills and knowledge related to climate resilience and sustainable energy practices. The consultant will work collaboratively with an interdisciplinary team of national consultants to ensure that the program is informed by evidence and stakeholder inputs. The consultant will also contribute to the Gender and Energy Poverty Dialogues, facilitating discussions that will inform the capacity development program and municipal engagement activities. The overall goal is to empower women to actively participate in local energy and climate planning processes, thereby promoting a just and inclusive green transition.
Duties and Responsibilities: The consultant will be responsible for several key components: 1) Technical Input to Stakeholder Engagement: Contributing expertise to three Gender and Energy Poverty Dialogues, co-facilitating discussions, and identifying learning needs to inform the capacity development program. 2) Technical Leadership for Gender-Responsive Capacity Development: Leading the design and delivery of a capacity development program that includes workshops for women, focusing on climate resilience, energy poverty, and sustainable practices. This includes developing curricula, learning methodologies, and participant assessment tools. 3) Technical Input to Municipal Energy and Climate Planning: Providing expertise to municipal engagement activities, ensuring that women's perspectives are integrated into local energy and climate planning processes. The consultant will also be responsible for preparing reports and documentation related to the activities conducted.
Required Qualifications: Candidates must possess a Master's degree in relevant fields such as Education, Adult Learning, Human Resource Development, Public Policy, Social Sciences, Gender Studies, Environmental Studies, Sustainable Development, Economics, or Energy Policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have a minimum of five years of demonstrated experience in designing and implementing capacity development programs, with a focus on adult learners. Experience in climate resilience, sustainable energy practices, and participatory training methodologies is also required. Candidates must demonstrate strong facilitation skills and the ability to engage diverse groups effectively.
Educational Background: A Master's degree in a relevant field is required, with a focus on areas that align with the responsibilities of the consultancy. A first-level university degree may be considered if accompanied by additional relevant experience. The educational background should reflect a strong understanding of gender issues, sustainable development, and capacity building.
Experience: Candidates should have at least five years of experience in capacity development, specifically in designing and implementing training programs for adult learners. This experience should include developing training materials and facilitating workshops that incorporate gender equality and social inclusion. Additionally, candidates should have a minimum of three years of experience in areas related to climate resilience and sustainable energy practices, demonstrating a comprehensive understanding of the green transition.
Languages: Fluency in Bosnian/Croatian/Serbian is mandatory, as well as fluency in English. These language skills are essential for effective communication and the preparation of training materials and reports.
Additional Notes: This consultancy is home-based but requires travel within Bosnia and Herzegovina for various workshops and dialogues. The consultant will be expected to participate in three Gender and Energy Poverty Dialogues, capacity development workshops, and municipal engagement sessions. All travel expenses will be covered by UN Women. The position is part-time and may involve flexible working hours to accommodate the various activities planned.
