Job Overview:
The National Consultant on Gender and Inclusive Energy Poverty Policy will play a crucial role in supporting UN Women’s initiatives aimed at addressing energy poverty through a gender-responsive lens. This position involves leading technical preparations and facilitating dialogues that focus on gender and energy poverty, as well as contributing to national policy discussions during significant events such as SDG Week 202

• The consultant will work collaboratively with a team of national consultants to ensure that gender equality, vulnerability, and social inclusion are integrated into energy poverty policies and practices. The consultant will also be responsible for designing and delivering capacity development workshops aimed at enhancing women's participation in energy and climate planning processes. This role requires a deep understanding of gender issues, energy policies, and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The consultant will be responsible for several key components:

• Technical Leadership for Stakeholder Engagement and Policy Dialogue: This includes leading the preparation and facilitation of three Gender and Energy Poverty Dialogues, developing technical concepts and discussion frameworks, guiding discussions on policy implications, and preparing summary reports.
• National Policy Dialogue Leadership: The consultant will prepare and moderate a national policy dialogue during SDG Week 2026, ensuring that discussions are informed by evidence and stakeholder perspectives.
• Capacity Development: The consultant will contribute to the design and delivery of workshops aimed at empowering women with knowledge and skills related to energy poverty and climate resilience.
• Municipal Engagement: The consultant will support municipal engagement sessions to facilitate women's participation in local energy and climate planning processes.
• Reporting: The consultant will be responsible for delivering various reports and documentation related to the dialogues, workshops, and engagement sessions, ensuring that all outputs meet UN Women’s standards.

Required Qualifications:
Candidates must possess a Master’s degree in relevant fields such as Public Policy, Gender Studies, Environmental Studies, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates must demonstrate a minimum of five years of experience in gender equality, vulnerability, and social inclusion, with a focus on policy analysis and recommendations. Experience in energy poverty and climate policy is also required, along with a proven track record in facilitating stakeholder consultations and workshops. Fluency in Bosnian/Croatian/Serbian and English is mandatory.

Educational Background:
The educational requirements for this position include a Master’s degree in a relevant field such as Public Policy, Political Science, Social Policy, Gender Studies, Development Studies, Environmental Studies, Sustainable Development, Economics, Law, or Energy Policy. A first-level university degree in a relevant field, combined with two additional years of qualifying experience, may also be accepted. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the objectives of the consultancy.

Experience:
The position requires a minimum of five years of demonstrated experience in areas related to gender equality, vulnerability, and social inclusion, particularly in policy analysis and the development of recommendations. Additionally, candidates should have at least three years of experience specifically in energy poverty, energy and climate policy, or related fields. Experience in designing and facilitating stakeholder consultations and multi-stakeholder engagement processes is also essential, with a focus on collaboration with government institutions, civil society, and international organizations.

Languages:
Fluency in Bosnian/Croatian/Serbian is required, as well as fluency in English. These language skills are critical for effective communication and engagement with diverse stakeholders, as well as for the preparation of reports and documentation in both languages.

Additional Notes:
This consultancy is home-based but requires travel within Bosnia and Herzegovina for various events and workshops. The consultant will be expected to participate in three Gender and Energy Poverty Dialogues, the national policy dialogue during SDG Week 2026, and multiple capacity development workshops and municipal engagement sessions. All travel expenses will be covered by UN Women. The position is expected to involve collaboration with other national consultants and stakeholders, ensuring that all activities are aligned with UN Women’s objectives and standards.
