Job Overview:
The Chief of General Services will play a crucial role in the OSCE Mission to Bosnia and Herzegovina, overseeing all aspects of procurement, logistics, and asset management. This position requires a strategic thinker who can provide advice to the Chief of Fund Administration (CFA) on procurement and logistics necessary for the implementation of the Mission's mandate. The successful candidate will ensure effective delivery of general services functions, manage procurement and transport units, and oversee the management of Mission assets throughout their lifecycle. The role demands a high level of responsibility, requiring the candidate to formulate strategies, propose solutions to complex procurement issues, and ensure compliance with OSCE regulatory frameworks. The Chief of General Services will also act as a liaison between the Mission and local international partners, ensuring smooth operational coordination.

Duties and Responsibilities:
The duties and responsibilities of the Chief of General Services include:
  • Providing strategic advice to the CFA on procurement, materials management, logistics, and transport.
  • Ensuring effective delivery of general services functions through management and coordination of procurement, asset, and transport units.
  • Overseeing procurement processes, including the preparation of requests for large-scale bids and ensuring compliance with OSCE regulations.
  • Advising CFA and project managers on procurement issues throughout the procurement cycle.
  • Managing transport and fleet operations to ensure safe and cost-effective service delivery.
  • Overseeing vehicle fleet planning, maintenance, and compliance with safety standards.
  • Ensuring proper support and guidance for Mission staff regarding OSCE regulatory frameworks.
  • Managing Mission assets, including inventory control and compliance with policies.
  • Evaluating performance of General Services Section staff and ensuring their development needs are met. 1
  • Acting as the principal administrative liaison between the Mission and local international partners, including EUFOR.

Required Qualifications:
Candidates must possess a second-level university degree in logistics, business/public administration, engineering, or a related field. A certified training course in a relevant field is desirable. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Candidates should have a minimum of 6 years of relevant professional experience, with at least 3 years at a management level relevant to the position. Experience in procurement, logistics, and asset management in an international context is essential, along with proven operational, leadership, and managerial skills.

Educational Background:
The educational background required for this position includes a second-level university degree (Master's degree) in a relevant field such as logistics, business/public administration, or engineering. Candidates with a first-level university degree may be considered if they have additional qualifying experience. Certified training in relevant areas is also desirable, indicating a commitment to professional development and expertise in the field.

Experience:
The position requires a minimum of 6 years of progressively responsible professional experience in logistics and procurement, with at least 3 years in a management role. Candidates with a first-level university degree must have a minimum of 8 years of relevant experience. Experience in international missions or organizations, such as the OSCE or UN, is highly valued, as it demonstrates familiarity with the operational context and challenges faced in such environments.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages is considered an asset, particularly languages relevant to the region or the OSCE's operational context, as it enhances communication and collaboration with diverse stakeholders.

Additional Notes:
This position is classified as a middle management role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a target start date as soon as possible.
