Job Overview:

Duties and Responsibilities:
The duties and responsibilities of the Associate Civil Engineer include:

• Construction Management: Assisting the Senior Associate Civil Engineer in planning and coordinating construction activities, monitoring progress against the Bill of Quantities (BoQ), and reporting potential delays or cost overruns. Supporting the development of UNOPS Engineers Estimates and reviewing the accuracy of submitted BoQs. Ensuring compliance with UNOPS and national regulations, checking contractor payment valuations, and evaluating additional works and variation requests. Participating in project coordination meetings.
• Development of Technical Documentation: Taking off and calculating quantities from various engineering drawings, preparing valuations for contractor payments, and assisting in drafting specifications. Collaborating with other engineers to maintain construction cost data.
• Reporting: Collecting data for monthly and quarterly progress reports, participating in meetings, and supporting knowledge management within the unit.
• Knowledge Sharing and Management: Contributing to project evaluations, providing training to national personnel, and sharing best practices within the engineering community. This role is essential for ensuring that projects are delivered efficiently and meet high standards of quality.

Required Qualifications:
Candidates must possess either a secondary school diploma with six years of relevant experience or a bachelor's degree in Quantity Surveying, Civil Engineering, Architecture, or a related field. Certification in Quantity Surveying and Project Management (e.g., PRINCE2) is desired but not mandatory. Knowledge of local construction norms and standards is essential, along with proficiency in relevant software such as ABC or TNQurilish. Familiarity with CAD software is an asset, and experience within UN organizations is preferred.

Educational Background:
The educational background required for this position includes a secondary school diploma with extensive relevant experience or a bachelor's degree in a related field such as Quantity Surveying, Civil Engineering, or Architecture. While a degree is not mandatory, it can substitute for some years of relevant experience. Additional certifications in Quantity Surveying and Project Management are advantageous and may enhance a candidate's profile.

Experience:
The position requires a minimum of six years of relevant experience in quantity surveying, cost estimating, project engineering, and building construction management. Candidates should have a strong understanding of local construction practices and standards, as well as experience with software commonly used in the industry. Experience working within the UN system or similar organizations is desirable, providing candidates with a competitive edge.

Languages:
Fluency in English is required, while proficiency in Uzbek and Russian is desirable. Candidates should be able to communicate effectively in both written and spoken forms, as the role involves collaboration with diverse stakeholders and reporting on project progress.

Additional Notes:
The contract for this position is an Individual Contractor Agreement (ICA) at the LICA 6 level, with a duration until December 31, 2026, subject to project extension.
