Job Overview:
The position of Technical Lead and Drafter is crucial for the development of Papua New Guinea's first National Action Plan on Women, Peace and Security (NAP WPS). The consultant will be responsible for translating the Government's identified priorities and stakeholder inputs into a coherent and technically robust NAP WPS. This role requires a deep understanding of the Women, Peace and Security (WPS) agenda and the specific context of Papua New Guinea. The consultant will work closely with the Government-led interdepartmental coordination mechanism and UN Women PNG, ensuring that the NAP is evidence-based, results-oriented, and implementable. The consultant will also be responsible for drafting the NAP chapter by chapter, facilitating discussions with stakeholders, and integrating feedback into successive drafts. The position demands strong analytical, facilitation, and policy-writing skills, as well as the ability to work collaboratively with various stakeholders.

Duties and Responsibilities:
The consultant will conduct a comprehensive desk review of relevant national, regional, and global WPS frameworks, synthesizing available evidence and analysis. They will refine the proposed structure and outline of the NAP WPS, preparing a detailed drafting methodology and workplan. As the principal national technical drafter, the consultant will ensure that the NAP is coherent and implementable, drafting it progressively and preparing concise materials for presentation to the Government-led mechanism. They will facilitate technical meetings, capture Government feedback, and maintain a structured comment and decision matrix throughout the drafting process. The consultant will integrate the results framework, indicators, baselines, and targets into the NAP, draft coordination and implementation arrangements, and ensure that successive drafts reflect stakeholder inputs while preserving Government ownership of policy decisions. Finally, they will prepare a clean consolidated NAP WPS package for national validation and finalization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in gender studies, peace and conflict studies, political science, international relations, public policy, development studies, law, social sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least 7 years of progressively responsible professional experience in policy development, strategic planning, peacebuilding, WPS, gender equality, governance, or a related field. Demonstrated knowledge of PNG's governance and gender equality context is essential, along with experience in drafting national policies and facilitating multi-stakeholder processes.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as gender studies, peace and conflict studies, political science, international relations, public policy, development studies, law, or social sciences. A first-level university degree may be accepted if accompanied by additional qualifying experience, emphasizing the importance of both formal education and practical expertise in the field.

Experience:
The consultant is expected to have at least 7 years of relevant professional experience, particularly in areas such as policy development, strategic planning, and gender equality. Experience in the specific context of Papua New Guinea, including knowledge of its governance and peacebuilding efforts, is crucial. The candidate should have a proven track record of drafting national policies and facilitating complex multi-stakeholder processes, demonstrating the ability to synthesize diverse inputs into high-quality policy documents.

Languages:
Fluency in written and spoken English is mandatory for this position, as it is essential for drafting and communication. Additionally, working proficiency in Tok Pisin is required, reflecting the linguistic context of Papua New Guinea. Knowledge of other local languages is considered an asset, enhancing the consultant's ability to engage with a broader range of stakeholders.

Additional Notes:
This consultancy is office-based in Port Moresby, Papua New Guinea, requiring continuous coordination with UN Women and regular in-person engagement with the Government-led drafting mechanism. The assignment is deliverable-based, with specific timelines for each deliverable aligned with the Government's drafting process. The consultant will be expected to maintain a structured approach to the drafting process, ensuring that all stakeholder inputs are captured and integrated effectively. Official travel outside Port Moresby may be required and will be arranged according to UN Women’s rules and procedures.
