Job Overview:
The Migration/Freedom of Movement Adviser will play a crucial role in assisting OSCE participating States in meeting their commitments regarding migration and freedom of movement. This position is focused on developing, implementing, and evaluating targeted activities and projects that address a wide range of topics related to migration management and integration frameworks. The adviser will conduct assessments, design strategic capacity-building initiatives, and promote social cohesion while protecting migrants' rights. The role requires a deep understanding of international human rights standards and the ability to foster cooperation between states, civil society, and international organizations. The adviser will also monitor and analyze public policy and legislation related to migration, prepare substantive input for OSCE meetings, and maintain contacts with partner organizations and experts in the field.

Duties and Responsibilities:
The incumbent will be responsible for developing and implementing activities aimed at assisting OSCE participating States in meeting their commitments on migration and freedom of movement. Key duties include: 1) Developing, implementing, and evaluating targeted activities and projects related to migration and freedom of movement; 2) Conducting assessments and designing strategic capacity-building initiatives; 3) Monitoring and analyzing public policy and legislation in participating States; 4) Preparing substantive input for OSCE Human Dimension meetings; 5) Networking and maintaining contacts with partner organizations and experts; 6) Serving as the contact point for requests related to migration and freedom of movement; 7) Representing ODIHR at international conferences and delivering presentations; 8) Contributing to annual reporting on ODIHR programmatic activities.

Required Qualifications:
Candidates must possess a second-level university degree in political science, sociology, international relations, law, human rights law, public policy, or a related field. A first-level university degree combined with two additional years of relevant experience will also be accepted. Additionally, candidates should have a minimum of five years of professional-level experience in a government, international organization, or NGO, with at least three years focused on migration and freedom of movement issues. Knowledge of the migration situation in OSCE participating States and experience in a national authority responsible for entry/exit regulations are essential. Candidates should demonstrate extensive experience in program development and project management, possess excellent analytical and drafting skills, and have strong presentation abilities.

Educational Background:
A second-level university degree in a relevant field is required. A first-level university degree may be accepted if combined with additional relevant experience. The educational background should ideally include studies related to political science, international relations, law, or human rights.

Experience:
Candidates should have a minimum of five years of professional experience in relevant fields, with at least three years specifically focused on migration and freedom of movement issues. Experience in government, international organizations, or NGOs is preferred, along with knowledge of migration policies and practices in the OSCE region.

Languages:
Fluency in English is mandatory. Knowledge of other OSCE languages, particularly Russian, is considered an asset. Proficiency in additional languages relevant to the OSCE region may also be beneficial.

This position is open for secondment only, and all costs related to the assignment must be borne by the nominating authorities.
