Job Overview:
The Analyst will play a crucial role in supporting the EBRD’s advisory activities related to affordable housing financed by InvestEU. This position involves a comprehensive range of responsibilities from the initial concept development and internal approval processes to the oversight of project delivery, monitoring, and reporting. The Analyst will engage in project preparation activities, stakeholder coordination, and capacity-building initiatives, all aimed at facilitating wider policy reforms. As a member of the Gender and Economic Inclusion (G&EI) team, the Analyst will provide technical input into the design and structuring of projects, focusing on transition impact and gender additionality. The role requires collaboration with G&EI specialists to assess G&EI issues in the EBRD’s EU countries of operations, particularly in the context of affordable housing initiatives under the InvestEU Advisory Hub. The Analyst will also monitor the G&EI projects’ portfolio to evaluate the achieved transition impact and contribute to various assessments and knowledge products that inform policy dialogue and strategic planning.

Duties and Responsibilities:
The Analyst will assist G&EI economists and specialists in managing the InvestEU 'Social Investment and Skills' window, ensuring effective collaboration with Banking and other teams throughout all stages of sector and project work. Responsibilities include supporting project design, assessment, and policy engagement, as well as managing relationships with external consultants post-signing and during monitoring phases. The Analyst will monitor and assess sector developments and structural reform progress in the Bank’s EU countries of operations, contributing to country diagnostics and evaluating the transition impact of the Bank’s operations supported by InvestEU Advisory Hub projects. The role also involves conducting background research, drafting briefings and presentations, and compiling relevant datasets related to the InvestEU programme. The Analyst will be responsible for monitoring approximately 10-15 investment-linked Technical Cooperation assignments annually and will engage in ad hoc assignments as needed.

Required Qualifications:
Candidates should possess a master’s degree in economics, public policy, gender studies, or a related field. In exceptional cases, candidates with a Bachelor’s degree and relevant work experience may be considered. Prior work experience in policy-oriented or applied microeconomics, particularly in areas relevant to the InvestEU 'Social Investment and Skills' window, is highly desirable. Experience in banking, regulatory bodies, or consultancy services related to housing policy will be advantageous. Strong analytical and quantitative skills are essential, with proficiency in Excel and familiarity with database/analytic software such as Stata or MatLab being beneficial. Excellent written and oral communication skills in English are required, and familiarity with the EBRD’s EU countries of operations is a plus.

Educational Background:
A master’s degree in economics, public policy, gender studies, or a related field is preferred. Candidates with a Bachelor’s degree and relevant work experience may be considered in exceptional cases. The educational background should ideally include coursework or training related to microeconomics, public policy analysis, or gender studies, which will support the analytical and technical demands of the role.

Experience:
The position requires prior work experience in policy-oriented or applied microeconomics, particularly in topics relevant to the InvestEU 'Social Investment and Skills' window. Candidates should have experience working in environments such as central banks, regulatory bodies, or consultancy services that focus on housing policy. Experience in project management, data analysis, and stakeholder engagement will be beneficial for fulfilling the responsibilities of the Analyst role.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills. Knowledge of one or more languages from the EBRD’s EU countries of operations is considered an advantage, as it will facilitate communication and collaboration with local stakeholders and enhance the effectiveness of project implementation.
