The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. Established to promote democratic development, human rights, tolerance, non-discrimination, and the rule of law, ODIHR operates across the OSCE area. The organization is committed to supporting participating States in implementing OSCE human dimension commitments related to democratic institutions and political participation. ODIHR's Democratization Department specifically focuses on advancing gender equality and the meaningful participation of women in political and public life, in line with the OSCE Action Plan for the Promotion of Gender Equality. The OSCE comprises 57 participating States, all of which enjoy equal status, and decisions are made by consensus on a politically binding basis. Job Overview:
The Adviser on Gender Equality plays a crucial role in promoting gender equality and women's participation in political and public life. This position is primarily focused on providing expert advice and leading the design, implementation, and evaluation of programs aimed at advancing gender equality. The Adviser will guide ODIHR's assistance to participating States in strengthening inclusive democratic institutions and implementing national gender equality strategies and action plans. The role requires a deep understanding of gender issues within the political context and the ability to develop methodologies and project proposals that align with ODIHR's mandate. The Adviser will also engage in policy analysis, monitor legislation affecting women's rights, and prepare analytical reports and recommendations. Furthermore, the position involves representing ODIHR at various international forums, coordinating with partners, and managing resources effectively to ensure compliance with OSCE/ODIHR rules.

Duties and Responsibilities:
The Adviser on Gender Equality will be responsible for a variety of tasks, including:
  • Designing and delivering gender equality programs by identifying priorities, developing methodologies, managing implementation, and evaluating results.
  • Providing policy analysis by monitoring and analyzing public policy, legislation, and state practices affecting women's rights and gender equality.
  • Leading knowledge and advocacy efforts at OSCE and other international forums by preparing substantive inputs and delivering presentations.
  • Coordinating across OSCE and with external partners to maximize the impact of gender equality initiatives.
  • Representing ODIHR and providing expert advice to participating States and stakeholders.
  • Managing resources, including overseeing consultant recruitment and organizing workshops and publications.
  • Ensuring compliance with OSCE/ODIHR rules and maintaining donor/partner reporting.

Required Qualifications:
Candidates must possess a first-level university degree in gender studies, social and political science, law, sociology, public administration, or related fields. Additionally, a minimum of seven years of increasingly responsible professional experience in gender equality and women's participation in political life is required. Candidates with a second-level university degree may qualify with five years of experience. Proven experience in designing, planning, and managing projects that support gender equality is essential, along with strong knowledge of international instruments promoting gender equality. Candidates should also demonstrate computer literacy, the ability to work effectively in a team, and excellent written and oral communication skills in English. Knowledge of Russian is considered an asset.

Educational Background:
The position requires a first-level university degree in relevant fields such as gender studies, social and political science, law, sociology, or public administration. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks that support gender equality initiatives.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience in the field of gender equality and women's participation in political life. This experience should include work at the international level, demonstrating a comprehensive understanding of the challenges and opportunities related to gender equality in various political contexts. Experience in designing and managing projects that promote gender equality is also essential.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills. Knowledge of Russian is considered a valuable asset, as it may enhance communication with a broader range of stakeholders within the OSCE region.

Additional Notes:
This position is open for secondment only, meaning that candidates must be nominated by their respective participating States. All costs related to the assignment must be borne by the nominating authorities. The OSCE does not provide a Board and Lodging Allowance for seconded staff members. The maximum period of service in this post is 10 years, and candidates should be aware that OSCE officials are expected to conduct themselves in a manner befitting their status as international civil servants.
