Job Overview:
The Labour Market Outreach Facilitator Consultant will be responsible for coordinating the development and implementation of labour market outreach activities in Warsaw, Poland, in accordance with the ROK implementation plan. This consultancy is set to take place from September 1, 2026, to December 31, 2026, and aims to address the needs of unemployed migrants, those working under qualifications, or individuals seeking a career change. The consultant will work under the supervision of the LMSI Programme Coordinator and the Senior Programme Associate, collaborating with relevant units within IOM Poland. The role involves developing strategies for outreach and cooperation with the private sector to enhance the employability of project beneficiaries, including migrants and refugees, ensuring that the strategies align with IOM's standards and support beneficiaries in securing decent employment that matches their skills and aspirations.

Duties and Responsibilities:
The consultant will perform a variety of tasks, including identifying new opportunities for collaboration with private sector actors, updating and implementing IOM's strategy for outreach and cooperation, conducting market research to identify prospective employers, establishing communication with company representatives, assessing employers' needs regarding skills shortages, co-designing the job matching process, collecting detailed information from employers about employment conditions, providing beneficiaries with information on job opportunities, cooperating with the Warsaw Labour Office, designing and implementing activities to support beneficiaries in starting and managing business activities, and organizing employability-related events such as workshops and job fairs. The consultant will also be responsible for ensuring that all activities are aligned with IOM's objectives and that beneficiaries receive comprehensive support throughout the process.

Required Qualifications:
Candidates must possess a Bachelor’s degree or higher in Business Administration, Economics, Finance, Law, Social Sciences, or a related field, along with three years of relevant experience. Postgraduate diplomas or relevant training in Business Administration, Social Entrepreneurship, or career counseling will be considered advantageous. The consultant should have extensive experience in liaising with the private sector, outreach and networking activities, and a general knowledge of migration issues in Poland. Experience working with migrants, refugees, and vulnerable groups is preferred, as is familiarity with HR processes and labour laws.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in relevant fields such as Business Administration, Economics, Finance, Law, or Social Sciences. Additional qualifications such as postgraduate diplomas or specialized training in areas related to business administration or social entrepreneurship will be viewed favorably, indicating a strong foundation in the necessary skills and knowledge for the role.

Experience:
The position requires candidates to have a minimum of three years of relevant experience, particularly in liaising with the private sector and conducting outreach and networking activities. Candidates should have a solid understanding of the migration landscape in Poland and experience working with diverse groups, including migrants and refugees. Familiarity with HR processes and the ability to navigate the complexities of employment regulations will also be essential for success in this role.

Languages:
Fluency in Polish and English is mandatory for this position. Knowledge of Ukrainian or Russian is considered an advantage, as it may enhance communication with beneficiaries and stakeholders in the region, reflecting the diverse backgrounds of the migrant population.

Additional Notes:
The consultancy will cover consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance.
