The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. Job Overview:
The Associate Programme Officer for Roma and Sinti Issues will be located in the Contact Point for Roma and Sinti Issues (CPRSI) within the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw. This position is focused on assisting participating States in effectively implementing OSCE commitments related to Roma and Sinti. The incumbent will contribute to the development and implementation of programmatic activities and projects, particularly those outlined in the 2003 Action Plan on Improving the Situation of Roma and Sinti. The role involves monitoring and analyzing the human rights situation of Roma and Sinti, drafting reports and policy materials, and collaborating with various stakeholders to enhance the situation of these communities across the OSCE region.

Duties and Responsibilities:
The incumbent will be responsible for monitoring, analyzing, and reporting on the human rights situation of Roma and Sinti, particularly concerning racism and discrimination. They will draft reports, analyses, and other materials related to the implementation of the OSCE Action Plan and relevant Ministerial Council Decisions. The role includes analyzing the impact of new legislation on Roma and Sinti, contributing to the development of strategic activities, and maintaining contacts with relevant OSCE institutions and civil society organizations. Additionally, the incumbent will facilitate dialogue, plan training activities, and promote trust and understanding among stakeholders.

Required Qualifications:
Candidates must possess a second-level university degree in law, political science, sociology, social science, public administration, international relations, or related fields. A first-level university degree combined with two additional years of relevant experience will also be accepted. A minimum of two years of directly related professional work experience in human rights or public policy is required, preferably with a focus on Roma and Sinti issues. Candidates should have a strong understanding of international human rights institutions and policies related to minorities and discrimination, as well as experience in project design and implementation.

Educational Background:
The educational requirement for this position is a second-level university degree (Master's degree) in a relevant field such as law, political science, sociology, or international relations. A first-level university degree may be accepted if accompanied by additional relevant experience, demonstrating the candidate's capability to fulfill the job responsibilities effectively.

Experience:
Candidates should have at least two years of professional experience directly related to human rights, public policy, or similar fields. If the candidate holds a first-level university degree, four years of relevant experience is required. Experience in monitoring human rights, particularly concerning Roma and Sinti, is highly desirable, as is familiarity with national and international policies addressing these communities.

Languages:
Excellent oral and written communication skills in English are essential for this position. Knowledge of another OSCE language is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the organization's objectives effectively.

This position is open for secondment only, meaning that candidates must be nominated by their respective participating States.
